THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
General Description:
The Texas Higher Education Coordinating Board (THECB) seeks to hire a detail-oriented, collaborative, experienced professional as Research Analyst for Community College Finance. The Analyst will be a critical member of the team responsible for implementing Texas’ innovative approach to community college finance. In this role, the Analyst will report to the Community College Finance Team Manager and work with the Directors of Data Management and Research and Evaluation to support the implementation of funding cycle activities.
General Duties and Responsibilities:
• Assists in maintaining program workflows, data storage, data structures, and data quality that accurately and efficiently meet the program needs.
• Helps create and ensure compliance with data retention and protection procedures.
• Performs validity and quality tests (co-created with data end-users) to check for data errors.
• Supports Director of Data Management and Director of Research and Evaluation to perform research-related tasks.
• Supports improvements to existing administrative, data, and reporting processes.
• Supports routine and ad hoc direct data collections from higher education institutions.
• Supports iterative evaluations of CCF program performance.
• Assists in developing internal and external-facing data tools.
• Assists in ad hoc research inquiries.
• May assist in creating other communications products for various audiences, including reports and presentations.
• Maintains familiarity with relevant research and policy developments in higher education.
• Performs related work as assigned.
Knowledge, Skills, and Abilities:
• Knowledge of research methods and principles, including survey research.
• Knowledge of writing fundamentals including proofing and editing documents.
• Knowledge of best practices in data management, processing, and analysis.
• Knowledge of best practices in descriptive and inferential statistics.
• Knowledge of accepted standards and practices in conducting secondary research and writing literature reviews.
• Experience with data visualization in at least one common visualization tool (e.g., Excel, Tableau, Power BI)
• Experience with coding in at least one common data processing/analysis programming language (e.g., Python, SAS, R, Stata), with additional weight given for additional experience and/or languages.
• Advanced skills in using personal computers, databases, and general office software, including word processing, spreadsheet, and presentation software.
• Ability to communicate effectively both orally and in writing.
• Ability to accept and follow instructions given in a variety of forms.
• Ability to manage and coordinate multiple tasks.
• Ability to think analytically and present professional research data and reports.
• Ability to solve problems and answer questions independently using trustworthy sources.
• Ability to initiate and complete tasks with minimal supervision and make decisions using appropriate professional judgment and reasoning.
• Ability to establish and maintain effective working relationships both internally and externally.

Qualifications
Required Minimum Education and Experience:
• Bachelor’s degree from an accredited college/university.
• One year of full-time professional experience in research, data management, data science, business intelligence, or related field. Cumulative internship experience may qualify.
Preferred:
• Graduate education (including any coursework) in related fields, such as Business, Accounting, Finance, Public Administration/Affairs, Computer Science, and quantitative social sciences.
• Years of professional experience with descriptive and inferential statistics, up to three.
• Experience with qualitative and quantitative social data, with additional weight for experience with education and labor market data.
Physical Requirements and/or Working Conditions:
Work is performed in a standard office environment and requires:
• Regular, reliable, and punctual attendance at work;
• Frequent use of personal computer, copiers, printers and telephones;
• Frequent sitting;
• Frequently works under deadlines, as a team member, and in direct contact with others.
• If working remotely, a quiet office setting with reliable internet and standard office equipment is required
