Main Purpose and Function
The Senior Manager Analytics Enablement is responsible and accountable for the delivery of holistic data, analytics, and governance practices for the City of Vancouver. This position is responsible for creating and implementing multiple frameworks, business engagement models, and technology standards for data and analytics and aligning all business users of data & analytics. This includes collecting requirements, designing the framework, delivering the frameworks, onboarding new data & analytics business users into the central environment and providing training.
The Senior Manager is also responsible for supporting the Technology Leadership Team (TLT) in executing and delivering a range of strategic initiatives and corporate roadmaps for the establishment of an Enterprise Data, Analytics Centres of Excellence to facilitate the advancement of data platforms, products, services and data-driven decision support for all City business units.
Key Contacts and Reporting Relationships
The position reports to Director, Enterprise Data and Analytics and directs both program and project teams of technically diverse staff comprising of union and exempt staff (e.g. systems analysts, programmer analysts, data engineers, open data system administrator), consultants and contractors, and capital and operational funded positions. Other key contacts include members of the Technology Leadership Team, Project Managers, Enterprise Architects, Database Administrators, and other technical staff and managers in Technology Services.
This position also works very closely with all other City business departments, with their senior leaders, directors, managers and staff to ensure digital / technology strategy and delivery meets stakeholder requirements and corporate priorities.
Expected to build collaborative relationships with vendors and counterparts in other organizations.
Specific Duties/Responsibilities
The Sr. Manger Analytics Enablement is responsible for a team of five resources. Key accountabilities of this role include;
- Analytics Centre of Excellence
- Initiates, designs and delivers the Analytics Centre of Excellence business framework and methodology across the City of Vancouver.
- Creates the pipeline into production for data and analytics business requests
- Designs, defines and implements City of Vancouver dashboard and reporting standards in partnership with the Digital design team and the UX team in 311
- Designs a fit for purpose framework for requirements analysis and data delivery across the enterprise.
- In partnership with Director, Enterprise Data & Analytics, Manager, Data Management, and Manager, Database Solutions, creates and implements a DataOps operating model for the TS organization
- Creates a responsive, agile organization that responds to City of Vancouver data needs
- Data Governance
- Creates and implements the data governance framework for the City of Vancouver using data mesh methodologies and practices
- Engages, on boards and trains staff across all business units in data governance practices, procedures and policies.
- Creates a business glossary, data catalogue and data marketplace allowing for business access to curated and quality controlled data assets
- Provides training and ongoing support for the distributed data governance organization on the use of tools and technologies
- Provides TLT support in defining, developing and implementing a Data Governance Council with membership from City of Vancouver Senior Leadership Team members to represent data domains across the enterprise.
- Maintains data governance membership and implements a hub spoke model through a complex organization with data stakeholders at all levels of the organization the data governance membership may include up to 200 members across City of Vancouver
- Manages data quality and governance reporting for senior leadership teams across the enterprise.
- Open Data
- Create and implement the strategic roadmap for delivery of Open Data
- Manages the ongoing delivery of open data
- Responds to business and public requests for new data set delivery across the enterprise
- Collaborates with the Privacy Office to determine data classification and security requirements
- Data Service Management
- Manages the data and analytics workflow which include incident, requests and escalations through ServiceNow!
- Develops and manages the knowledge base in ServiceNow!
- Develops a service catalogue for the data and analytics group
- Builds workflow and request management pathways through to the appropriate planning processes throughout the organization
- Supports the development and implementation of complimentary processes through out the Technology Services Organization
- Innovation lab
- Create and implement of a data science framework allowing citizen and internal business partner data scientists to explore data assets within the City of Vancouver
- Creation and implementation of production pathways for viable candidates from the innovation lab
- Creation of partnership with universities and other external entities to develop internal data science skills and methodologies
- Development of a predictive analytics framework
- Development and implementation of an MLOps practice for the City of Vancouver
- Development and implementation of an AI practice for the City of Vancouver
- Other duties as assigned
Minimum Qualification Requirements
Education and Experience:
- Bachelor's degree in technology management, business administration or related discipline or an equivalent combination of education, training and experience.
- PMP, CBAP, Prosci certifications would be considered an asset
- Minimum 10 years of IT experience including 7 years proven experience in analytics enablement or methodology development and deployment
- Minimum of 7 years of experience in program management, business analysis, and/or change management at least 3 years of which have included responsibility for managing cross functional teams with diverse stakeholder groups
Knowledge, Skills and Abilities:
- Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
- Extensive knowledge of the following technology disciplines: business analysis, change management, analytics, data science.
- Extensive knowledge of leadership/management practices and procedures
- Strong orientation toward detail, customer service and creativity in problem-solving, expertise in relating to vendors, c-suite stakeholders and business colleagues.

- Proven data literacy — the ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT and stakeholders.
- Well versed in data architecture strategic solutions with awareness of best practices associated with data lakes, data warehousing and data hubs
- Experience with DevOps delivery models and their implementation for data and analytics (DataOps)
- Information strategy experience — Experience in strategic technology planning and execution, and policy development and maintenance.
- Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.
- Gravitas to develop a framework for information and analytics governance, as well as to sell and embed it in all levels of the business
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
