This is a critical role at the intersection of safeguarding, data governance, and human rights—supporting those displaced by conflict and contributing to Scotland’s progressive vision of inclusion and equality.
Within this vision, the Equality, Inclusion and Human Rights (EIHR) Directorate plays a central role in delivering positive change. This post contributes to safeguarding policies that support people displaced from Ukraine and vulnerable individuals across Scotland. A key focus lies in ensuring effective and ethical data governance for the Warm Scots Welcome Programme—designing systems that enhance safety, minimise risk and support informed decision-making. The role brings together expertise in safeguarding and data management to support a live operational service, while also promoting increased data literacy across the organisation.
With a specialist lens on issues such as Human Trafficking and Exploitation and Violence Against Women and Girls, this role contributes to the development of robust, evidence-based policy and operational approaches. It also works collaboratively across the Unit to embed risk-informed processes that strengthen protections and ensure the Scottish Government continues to lead in this crucial space.
- Lead the data governance compliance for the Warm Scots Welcome Programme, ensuring Data Protection Impact Assessments, Data Sharing Agreements and relevant documentation adhere to data protection legislation and policies in order to safeguard personal information with a view to sourcing and implementing best practise.
- Manage, assign, and support Data Asset associated risks for the Warm Scots Welcome Ecosystem.
- Provide Data Governance consultancy for any developments within the Warm Scots Welcome Ecosystem and any transition associated with the service.
- To support the successful delivery and development of safeguarding policies that continue to protect the safety and wellbeing of displaced people from Ukraine. This includes policy lead for Human Trafficking and Exploitation, Violence Against Women and Girls, based on specialist skills and knowledge.
- Casework in partnership with Professional Advisers to provide timely, consistent advice to internal and external stakeholders.
- Coordinate and contribute to updates to the Public Protection Guidance, seeking contributions from internal and external stakeholders and obtaining approval via existing governance structures.
- Lead and maintain internal operational reporting and tracking mechanisms across the safeguarding team that will support accurate and timely updates and advice to Ministers and senior leaders.
- Support the Team Leader on wider Warm Scottish Welcome safeguarding projects, linked to reducing reliance on welcome accommodation.

Working Pattern
The Directorate is based in both Victoria Quay and Atlantic Quay. In line with our current ways of working, our team follows a hybrid working approach, where colleagues use a mix of office based and remote working (working from home) depending on the requirements of the role and personal circumstances.
The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post.
