The Department of Early Education and Care is seeking to hire a Contracted Data Governance Manager to provide strategic leadership of data governance and management initiatives across multiple projects. This critical position will support the agency’s participation in the E2C Data and Research Hub initiative, ensuring alignment between data policies and practices, and managing critical use cases for data and analysis to address issues of equity. The Contracted Data Governance Manager will collaborate with senior leaders and stakeholders to help shape the future of early education data systems.

 

 

 

The Contracted Data Governance Manager will work under the direction of EEC’s Senior Director of Data Analytics and will collaborate closely with the Massachusetts Education-to-Career (E2C) Research and Data Hub. The E2C Hub was launched in 2021 with support from a federal grant awarded to the Department of Elementary and Secondary Education (DESE), to improve access to actionable data and research across the Commonwealth for educators, policymakers, researchers, students, and their families. The Hub facilitates data connections between agencies, building on a strong foundation of existing integrated data systems linking students’ early care, K-12, college, and workforce outcomes. In partnership with agency staff, the E2C Data Hub works to modernize data systems, improve data quality, expand access to data, and support collaboration with researchers to ensure educators and leaders have the information they need when making decisions.

 

 

 

This is a contract position funded through February 28, 2026. The Contracted Data Governance Manager will work a hybrid schedule, with at least one day per week in one of EEC’s offices, some in-office work at the DESE office in Everett, and other possible meetings in the Boston area or around the state as needed.

 

 

 

Please note that pursuant to Massachusetts general law, contracted employees are not paid for the eleven scheduled holidays, do not receive any paid, vacation, personal leave benefits, or contribute to the state retirement system or social security.  As a state contracted employee, you must participate in direct deposit and contribute towards the Commonwealth of Massachusetts state alternate retirement plan, ("OBRA Plan").

 

 

 

Key Responsibilities:

 

Strategic Data Governance Leadership

  • Lead and oversee the development and implementation of data governance strategies, policies, and best practices, ensuring alignment with the agency’s long-term objectives, priorities, and regulatory standards.

  • Provide strategic oversight of EEC's participation in the E2C Data Hub initiative, working closely with the Senior Director of Data Analytics and other agency leaders.

  • Oversee the creation and adoption of data governance policies and practices that govern data access, sharing, privacy, security, and usage across state agencies, research partners, and the public.

 

 

 

Lead Management and Planning for the MA Early Childhood Integrated Data System (ECIDS)

  • Work with cross-agency executive group to identify goals for the use of ECIDS, develop plans and policies to support those plans, and manage the delivery of resulting analysis or systems.

  • Plan for and facilitate regular meetings of the interagency ECIDS Governing Board, to support the Board’s goal of using linked participation data across Massachusetts state programs serving children birth-to-five to explore key policy questions about the birth-to-five (B-5) population and the services provided to them. 

 

 

 

External Data Request Process Management

  • Oversee and manage the agency’s external data request process, collaborating with EEC analysts to ensure requests are handled in accordance with EEC data governance policies, legal requirements, and privacy standards.

  • Develop and implement a streamlined process for reviewing, approving, and responding to external data requests, balancing the need for transparency and public access with safeguarding sensitive information.

  • Provide training and guidance to internal stakeholders on the proper handling of external data requests and the importance of data governance.

  • Monitor the effectiveness of the external data request process and recommend improvements for efficiency, scalability, and security.

 

 

 

Other Data Analytics Support

  • As a member of the data analytics team, provide other data analytic support to EEC program teams, as needed.

  • Participate in all-hands-on deck data analytics team projects, as needed.

 

 

 

Qualifications: The successful candidate will demonstrate most of the following qualifications. Candidates not meeting all qualifications are still encouraged to apply.

  • At least 5+ years of progressively responsible experience in data governance, data management, or related roles, including experience in leadership or management positions.

  • Experience working with large-scale data systems, preferably in the public sector, education, or research environments.

  • Extensive experience in developing and leading data governance strategies and frameworks, with a deep understanding of data privacy, security, access, and ethics.

  • Expertise in analytics software and tools, including SQL, R, Stata, SPSS or similar software, as well as experience working with large inter-relational databases.

  • Ability to navigate complex datasets and generate insights to inform strategic decision-making at an agency-wide level.

  • Proven track record of building and managing partnerships with diverse stakeholders, including government agencies, research institutions, and community organizations.

  • Strong analytical, organizational, and project management skills, with the ability to manage multiple priorities and meet deadlines.

  • Commitment to promoting equity and inclusion in data governance and decision-making processes.

  • Strong written and oral communication skills, including the ability to translate complex technical concepts into clear, accessible language for a variety of audiences.

 

 

 

Preferred Qualifications:

  • Experience with the development of statewide data systems, including cloud-based data platforms.

  • Familiarity with the early childhood integrated data system (ECIDS) or similar state-level data initiatives.

  • Experience working in early childhood education or a related field, with a thorough understanding of the national and state landscape of early education research.

Travel will be required for this position.
