Overview

SUMMARY: Data Analyst within the Colorado Military Health System (CMHS) Office andcrosses a number of functional boundaries. Supports the CMHS Office, which is designed tooptimize clinical performance and improve the uniformity and standardization of clinicalworkload throughout the hospital. The position focused on productivity, access, workflowassessment, evaluation and optimization of clinical processes and the coordination of workloadgenerated data.

Pay: $80,000 - $85,000

Shedule: Works Monday through Friday. Shifts may be 8 to 10 hour per day, but will not go over 40hours a week. Duties will need to be performed at the CMHS Office during core clinic hours(0700-1700).

Travel:  Local Travel. Duties will ordinarily be performed in the CMHS Office, but occasionaltravel within the Colorado Springs metropolitan area (to include the USAF Academy, FortCarson, Peterson AFB, and Schriever AFB) will be required. Transportation and local travelcosts between sites within the Colorado Springs metropolitan area are the responsibility of theContractor. The Contractor must make own transportation arrangements for local travel.

Responsibilities

1.1. Identifies the need for analyses, reports, statistical workload data, and decision papers;researches opportunities for market level, community-wide efficiency improvements for theentire Colorado Springs market. Conducts market research on various healthcare product lines,assessing market trends and market leaders.1.2. Leads, plans, and executes analyses of identified projects by using data mining and analysistechniques, operational research, and other information retrieval processes. Data minesfinancial, clinical, and utilization data records from various medical information systems,including Management and Analysis Tool (M2), Expense Assignment System (EAS-IV),Composite Health Care System (CHCS), and other data repositories to conduct business caseanalyses. Regularly attends briefs three Medical Group Commanders and their executive Staffs.1.3. Analyzes medical data from multiple sources and converts data into information that reportsclinical, operational and financial positions, trends, and projections. This task requires high levelcritical thinking skills to glean information necessary to help envision, design and develop newinitiatives to enhance market efficiency, cost-effectiveness, and operational capabilities.1.4. Functions as a team member for quality improvement and the implementation of newprocedures or process. Tracks and routinely monitors performance metrics.1.5. Manages a series of in-house inherited and contracted databases and tracking systems toassess medical mission requirements. Develops and operates complex computerizedspreadsheets and relational databases and provides associated training, monitoring and dataextraction to all users.1.6. Operates in a team environment with numerous short-notice suspenses requiring flexibility,maturity, and diplomacy. Professionalism and a positive, cooperative attitude towardaccomplishing goals is essential. Completes tasks within established suspenses, and immediatelyinforms the government when it is discovered or believed that a suspense or milestone cannot bemet.1.7. Lead Data Analyst for the annual Tri-Service Business Planning cycle. Facilitates all dataanalyst communications between three MTFs for all aspects of market-level business planning

development, including providing technical support, and building presentations to senior DoDleadership.1.8. Develops presentations, handouts, workbooks, etc. in printed and electronic format usingstandard office automation software. Develops user guides and training materials for databaseand report users. Trains MSMO and MTF personnel on procedures and techniques related tovarious system processes.1.9. Government Data Rights. The Government shall retain rights in technical data, trainingmaterial, other documentation or software developed by the Contractor while in direct support ofthis contract.1.10. Training and Education: Contractor personnel shall attend all Government-providedorientation and training necessary to perform duties (for example, CHCS, M2, CMS training,etc.).

Qualifications

Education requirements:  Bachelors Degree is required; Masters Degree is preferred, in aninformation technology or related discipline applicable to the research and analysis field orHealthcare Management.Technical Training: Substantial experience with office suite, including Excel® andAccess®. Substantial experience designing, building, and managing databases.Experience:  Knowledge of Military Health System (MHS) healthcare data elements, the TRICAREManaged Care Programs reporting tools, as well as MHS information systems (M2, CHCS,AHLTA, MCFAS, etc.
