The Department of Revenue collects over $5 billion dollars from hundreds of thousands of taxpayers to support the School District of Philadelphia and City services and provides over $100 million in tax relief to a quarter million households. The Department of Revenue is seeking a Senior Data Analyst to work with the Tax Enforcement Unit.
Job Description
Position Summary
The Data Analyst is responsible for utilizing the Department of Revenue’s existing internal data environments containing taxpayer and water customer data from City systems and external Federal, State and third-party sources for the purpose of driving revenue generation and conducting data analysis/enhancement. The Data Analyst is expected to familiarize themselves with the functions of licensed and open-source data analysis applications in order contribute to business process improvement, accurate reporting, and actionable insights aimed at improving operational performance.
Essential Functions
The job will involve primarily using SQL Server, ArcGIS and open-source tools such as Python and R to work with data generated by the Department’s tax, water and legal operations to further the Department’s core mission- generating revenue in support of schools and services. The position will:
- Set up automated extract, transform and load (ETL) workflows for internal and external data sources
- Data transformation of various data sources from existing feeds and internally generated data
- Identify opportunities for business process improvements and automation. Use existing Commercial Off the Shelf (COTS) system capabilities, identify new technologies and capabilities to automate or streamline existing business processes.
- Develop analyses and prepare various operational reports on revenues and accounts receivable to relevant stakeholders (internal and external), automating and streamlining the reporting whenever possible
- Respond to information requests from both City agencies and outside partners. This involves utilizing data contained in the Department’s data environments to answer questions about revenues, receivables, and policy related inquiries
- Perform locational analysis and geospatial visualizations using GIS software
- Leveraging internal and external data sources to generate actionable leads for tax/water compliance and enforcement purposes.
- Develop, refine and adhere to data governance best practices for handling highly confidential taxpayer/water customer data
Competencies, Knowledge, Skills and Abilities
- Ability to write queries in SQL Server
- Must have a keen interest in public policy
- Knowledge and experience with GIS software is a plus
- Knowledge and experience with business intelligence platforms such as Power BI and ArcGIS is a plus
- Knowledge and experience with R, Python, or PHP is also a plus
- Knowledge of federal and/or Commonwealth of Pennsylvania taxation a plus
Qualifications
- Master’s Degree in Information Systems, Computer Science, Accounting, Statistics or Economics/Finance or Bachelor’s Degree with relevant experience
- Experience with moving a variety of data types (i.e.. CSV, fixed width, GeoDatabase, JSON) between a variety of systems (i.e.. FTP server, Relational Databases, APIs)
- Experience with data warehousing and/or large scale databases
