The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Managed Care Data Analyst. The selected competitive candidate will provide exceptional delivery of services to the agency’s Integrated Care Division.

This position is a healthcare encounter data programmer responsible for developing and maintaining advanced data extraction, transformation, and analysis processes using Statistical Analysis System (SAS) and Structured Query Language (SQL) to support healthcare analytics and reporting. The primary objective is to ensure the accuracy, completeness, and consistency of healthcare encounter data used for utilization analysis, performance monitoring, regulatory compliance, and inter-agency reporting. This role integrates data from multiple sources, including managed care organizations and state systems, to support comprehensive data analysis and facilitate efficient data exchange with the Department of Medical Assistance Services (DMAS). The incumbent will design and implement automated routines for processing large-scale datasets, identify trends and anomalies in healthcare service utilization, and generate statistical reports to support operational and strategic decision-making.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable knowledge of healthcare technology systems, claims, and database structures.

Considerable knowledge of reporting tools and analysis methodologies.

Considerable experience in programming with SAS and SQL, including data extraction, transformation, and analysis in relational database systems.

Considerable experience in healthcare data workflows such as validation, quality assurance, encounter data reconciliation, and regulatory reporting processes.

Considerable work-related experience in Teradata, SQL/SAS, Microsoft Excel and data visualization tools (e.g., Tableau, Power BI).

Knowledge in interpreting and applying state and federal laws and regulations, such as the Health Insurance Portability and Accountability Act. (HIPAA), Electronic Data Interchange (EDI), and state-specific Medicaid policies.

Considerable experience meeting deadlines.

Considerable experience in reporting data to internal/external stakeholders.
