Job Description

HII Mission Technologies is seeking an Engineer Systems 3 to support the Joint Training Synthetic Environment (JTSE), JLVC Modernization effort - Joint Staff J7(JS J-7) contract at our Suffolk, VA Joint Staff Complex.

Essential Job Responsibilities

As a Systems Engineer, you will be responsible for executing projects that will expand the capabilities for the Joint Live Virtual Constructive (JLVC) Simulation Federation. You will work with the cross-functional team to ensure capabilities are delivered incrementally in support of Joint Staff supported events. You will assist the team in developing product integration roadmaps, developing test objectives, aligning capability deliveries with specific events, and collaborating with the development team to ensure capabilities of the products align with identified training and exercise gaps. You will work closely with US GOV Civilian leadership to align our tasking and desired outcomes with the customer needs.

  • Communication: Regularly update stakeholders on project progress, address concerns, and ensure clear communication across the team.
  • Risk Management: Identify potential risks, develop mitigation strategies, and monitor for emerging issues.
  • Quality Control: Establish quality standards, conduct reviews, and ensure project deliverables meet expectations.
  • Monitoring and Reporting: Track project performance against key metrics, identify deviations from the plan, and generate reports for stakeholders.
  • Collaborative Problem-Solving: Work closely with the Program Management Team, JLVC Team, Service/Agency training simulation developers, and cross-functional teams to design, implement, and deploy solutions that meet customer needs.

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Client experience requirements: 5+ years of relevant systems engineering experience with a Bachelor's degree in a related field; or 3+ years with a Master's degree; or an equivalent combination of education and experience.

Technical Expertise:

  • Experience using Modeling and Simulation (M&S) standards including IEEE, ANSI, NATO, DOD and others
  • Experience with Object Oriented software design and/or knowledge of the principles of software design
  • Experience with software application development – Python, C, and C++ languages
  • Knowledge of modern user design patterns including MVC / MVP
  • Experience with the Model based Systems Engineering (MBSE) and the systems engineering “V” model for systems analysis, development, implementation, and validation
  • Knowledge of modeling and simulation protocols include: High Level Architecture (HLA), Distributed Interactive Simulation (DIS) and others
  • Knowledge of software compliance for DOD networks – including Security Technical Implementation Guides (STIGs) and Risk Management Framework (RMF)
  • Experience integrating various modeling and simulation tools using Application Program Interfaces (API) and M&S standards
  • Ability to develop test plan documents that are used to validate the capability of a simulation tool or protocol
  • Experience documenting and delivering test plans and reports to customers
  • Knowledge reviewing technical specification documents and translating those to capabilities for simulation tools, standards, and protocols
  • Knowledge translating technical capabilities into structure data format - breaking down problems into discrete components
  • Experience analyzing data at rest – including the flow of simulation data packets overage a distributed network
  • Experience with protocol analysis and middleware tools such as RTI-s, Wireshark, Ethereal, JSPA, and others
  • Experience with the Atlassian toolset and the Kanban / Scrum development methodologies
  • Experience with GIT or other source control tools

Fast Learner & Adaptability:

  • A strong ability to quickly adapt to new technologies, tools, and work environments.

Security Clearance:

  • Must be a U.S. citizen and able to obtain a Secret security clearance.

Preferred Requirements

Technical Areas of Interest:

  • Experience with multi-domain operations, Space, Cyber, Electromagnetic Spectrum, Air, Surface, and Land
  • Utilizing Artificial Intelligence (ML/LLMs) to supplement task performance and building test solutions
  • Utilizing robotic process automation for increase performance and validation of software product releases
  • Interest in modern data analysis and visualization techniques – Tree maps, heat-maps, network graphs, graph visualization
  • Comfortable clearly and concisely presenting to large groups of interested stakeholder
  • Experience with M&S tools such as Modern Air Combat Environment (MACE), Next Generation Threat Systems (NGTS), CyberBOSS

Joint Training:

  • Understanding of Joint training requirements at the Tier 1 (strategic) through Tier 3 (operational) level of fidelity.  Experience with Wargaming and Analysis would be of interest as well.

Joint/Service/Agency simulations and Mission Command Information Systems:

Direct experience working with, and knowledge in one or more of the following models is highly desirable: Air Force Synthetic Environment for Reconnaissance and Surveillance/Multiple Unified Simulation Environment (AFSERS/MUSE), the Air Warfare Simulation (AWSIM), the Low Overhead Training System (LOTS), Joint Conflict and Tactical Simulation (JCATS), JCATS Low Overhead Driver (JLOD), the Joint Semi-Automated Forces (JSAF), and the Marine Air-Ground Task Force Training Simulation (MTWS), Joint Deployment Logistics Model (JDLM), Joint Theater Level Simulation (JTLS), or other models/federation of models; and real world systems such as the Global Command and Control System (GCCS) and Theater Battle Management Core System (TBMCS).

Experience working for Government:

  • Understand how Government tasks, tracks, and validates tasks to contractors – CDRLS, Monthly Status reports, Documentation, Validation, etc.

Military Experience:

  • Prior Operational Military Experience.

Security Clearance:

  • Currently in possession of an active Secret security clearance.
