National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with States and Territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:
- Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
- Have officers located across Australia, working in partnership with States and Territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
- Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, State and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery
- Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Overview of the Branch and Section:
The Data and Analytics Branch is the central data science and analytics team within the National Emergency Management Agency (NEMA), responsible for a broad range of critical agency functions. These include data leadership, governance, Geographic Information System (GIS) capabilities and statistical analysis related to disaster events, recovery efforts and mitigation strategies. The Branch is a hub of data innovation, with a focus on data visualisation and automation, GIS capability to support the transformation of place-based data into intelligence for decision-ready insights and providing analytical advice to support agency decision-making. To support innovation and decision making the Branch is responsible for the development and implementation of the Data Strategy, Data Governance Framework and any related policies or procedures as well as supporting the broader agency with any data needs.
The Branch manages a comprehensive program of quantitative data analysis and research, and supports the self-service of data and information across the agency. The Branch also has a large focus on collaborating with stakeholders in the emergency management data field, this includes State and Territory Governments through forums like the Australia-New Zealand Emergency Management Committee (ANZEMC). By providing leadership in evidence-based decision-making, the Branch plays a pivotal role in supporting NEMA's policy and programs ensuring that data-driven insights inform strategic initiatives.
About the roles:
We are currently seeking to fill two vacant positions as a Spatial Analyst and as a Data Strategy and Governance Officer.
Spatial Analyst
We are looking for a technically minded geospatial analyst to join our team. The successful candidate will work on the automation of GIS processes, develop high quality geospatial products and work with stakeholders across NEMA and the APS.
Data Strategy and Governance Officer
The successful candidate will work in a small team responsible for developing, leading and managing the agency’s data strategy and related data governance activities. The position will focus on the implementation of the Data Strategy, Data Governance Framework and the associated policies, committees and operating processes and procedures.
A merit pool will be established from this process which may be used to fill various ongoing opportunities in the Data Analytics branch including:
Data Analyst
This role involves working in a small team to deliver short and long term analytical project and support policy design and implementation. The team’s responsibilities include managing a program of quantitative data analysis and research, leads in innovation in data visualisation, geospatial support and automation, and supports self-service of data and information.
Strategic Partnerships Officer
The position will focus on delivering outcomes from the Australia-New Zealand Emergency Management Committee (ANZEMC) Time Limited Working Group, working closely to deliver key projects with external providers, working across other Commonwealth departments and liaising with key industry partners to achieve NEMA’s data goals.
Data Delivery Officer
This role involves working in a small team, focusing on procurement and contract management to support the delivery of branch priorities. The position requires skills and expertise in procurement processes, contract negotiation and an understanding of how data can be best used to answer key needs in the disaster recovery and resilience space.
At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.
Our ideal candidate:
Spatial Analyst
Will have strong knowledge and experience using ArcGIS Pro, ArcGIS Online, Feature Manipulation Engine (FME) and Python to manage the end-to-end lifecycle of geospatial assets. They will be able to demonstrate the ability to solve technical problems and be comfortable working in a highly dynamic environment.
Data Strategy and Governance
Will be able to work closely with business areas to support the strategic goals of the Agency through the responsible use, storage and sharing of data. They will be provided with exciting opportunities to implement new policies, procedures and form partnerships that support NEMA to be a national leader across the disaster continuum.
Data Analyst
Our ideal candidate will enjoy solving technical problems, working with different datasets and working in a highly dynamic environment and help build the team’s capabilities. They will bring an understanding of social and economic policy and the application of quantitative methods to answer policy questions.
Strategic Partnerships Officer
Will work closely with a variety of stakeholders across different levels of Government and industry to achieve outcomes for NEMA and the sector. The role provides exciting opportunities to implement new policies, procedures and form partnerships that support NEMA to be a national leader across the disaster continuum. Our ideal candidates will enjoy working as part of a team in a highly dynamic.
Data Delivery Officer
Our ideal candidate will have a good sense of procurement and contract management including contract negotiation, and start to finish procurement processes. This will include skills and expertise in stakeholder liaison as well an understanding of how data can be best used to answer key needs in the disaster recovery and resilience space.

Specific duties/responsibilities:
Spatial Analyst
- Experience in applying geospatial and related technologies to produce geospatial data products and analysis or to maintain geospatial data and infrastructure
- Strong conceptual and analytical skills, including the ability to critically assess complex information and contribute to innovative and sustainable solutions
- Develop and/or modify workflow processes and automation scripts for geospatial data transformation and analysis using ESRI ArcGIS, Python and/or FME
- Developed stakeholder engagement skills, including the ability to influence stakeholders and build and maintain strong relationships across the NEMA and wider APS
- Strong written and verbal communication skills including the ability to communicate complex concepts and manage complex and sensitive relationships.
Data Strategy and Governance Officer
- Support the update and implementation of the Agency’s Data Strategy
- Support the implementation of the Data Governance Framework and associated policies
- Assist in developing and maintaining relationships with internal and external stakeholders to ensure adherence with the Data Governance Framework and associated data management processes
- Prepare a range of written material including reports, briefs and other documentation
- Assist in the continuation of an Agency Data Governance Committee and associated secretariat support to the Data Sub-Committee, ensuring it is an effective governance body for management of data and data products.
Data Analyst
- Taking the lead on analysis, and/or adhoc research requests, with the ability to liaise with stakeholders, scope requests, delegate tasks and deliver
- Use different data sources and programing languages to produce visualisations, presentations and reports and conduct research and analysis on complex topics
- Work well independently and collaborate effectively with team members to achieve project goals and deliverables
- Effectively communicate with both technical and non-technical stakeholders
- Flexibility to coordinate and prioritise tasks in a changing and fast-paced environment.
Strategic Partnerships Officer
- Support the engagement with our external stakeholders, particularly the States and Territories and Commonwealth partners to deliver under our ANZEMC obligations
- Assist in improving data sharing practices and assist in managing requests for sharing, this includes negotiating with States and Territories in order to establish mutually beneficial data-sharing arrangements under the Intergovernmental Agreement on Data Sharing
- Maintain and enhance existing partnerships and internal teams
- Provider secretariat support to a range of different committees that the branch is responsible for.
Data Delivery Officer
- Support procurement processes for data acquisition, including drafting and negotiating contracts with data providers. Ensure compliance with relevant procurement policies and procedures
- Collaborate with internal and external stakeholders to identify and prioritize data needs. Develop strategies to acquire necessary data to support disaster recovery and resilience efforts
- Identify and form partnerships that enhance NEMA's capabilities in data management and disaster resilience. Leverage these partnerships to position NEMA as a national leader in the disaster continuum
- Work as part of a dynamic team, contributing to a collaborative and innovative work environment. Support team members in achieving shared goals and objectives.
Role requirements/qualifications:
Spatial Analyst
- Experience using ArcGIS Pro and Enterprise
- Experience with FME and/or Python
- Resilience and flexibility to coordinate and prioritise tasks in a changing and fast-paced environment
- Strong organisational and problem solving skills.
Data Strategy and Governance Officer
- Ability to support strategic thinking about what governance arrangements are required and the best way to implement these arrangements taking into consideration the Agency’s needs and requirements
- Ability to manage competing priorities and work methodically on a large piece of work and identify components that can be worked on independently
- Ability to build and maintain positive relationships with internal and external stakeholders
- Excellent writing skills, with the ability to translate findings into written reports for both technical and non-technical audiences
- Strong organisational and problem solving skills.
Data Analyst
- Sound programming skills in Python or R including data wrangling and extraction
- Experience in data visualisation design with the ability to communicate stories using data
- Tertiary qualifications in social science, economics, statistics, data science or a related field is preferred.
Strategic Partnerships Officer
- Demonstrated ability to build and maintain positive relationships with internal and external stakeholders and to work independently and collaboratively
- Excellent writing skills, with the ability to translate findings into written reports for both technical and non-technical audiences.
Data Delivery Officer
- Experience in managing procurement processes throughout the full procurement lifecycle including contract management and negotiation
