Are you a seasoned data professional with a passion for public service and data-driven decision making? The Oregon Department of Corrections is seeking a highly skilled and self-motivated Information Systems Specialist 8 to serve as our Senior Data warehouse Architect within the information Technology Services unit.
This position is approved for telework work but will be required to report the ODOC Central Services Office in Salem, Oregon as needed.
About the Job – Your Role
As a Senior Data warehouse Architect you will design, implement, and manage scalable and high-performance data warehousing solutions and be responsible for setting the vision and standards for our data architecture, ensuring data is accessible, reliable, and aligned with business needs of Oregon Department of Corrections, its community corrections partners, as well as several other partner criminal justice organizations across the state of Oregon.
This position will collaborate with Information Technology staff, Research Analysts, Data Owners, Program Managers and Directors to provide the data necessary to create and manage reports and dashboards, consult on standards and controls (best practices), optimal methods, procedures, processes. This position is responsible for providing technical assistance and guidance to Business Intelligence users.
Key Responsibilities
- Design and develop enterprise data warehouse/data lake solutions that support business intelligence, reporting, and analytics.
- Define data architecture strategy, data models, and integration patterns across various data sources.
- Collaborate with business stakeholders to understand data requirements and translate them into effective technical designs.
- Lead the selection and implementation of appropriate data warehousing technologies and platforms.
- Develop ETL/ELT pipelines and ensure efficient data ingestion, transformation, and loading processes.
- Define and enforce data governance, security, and quality best practices.
- Monitor performance and optimize data architecture for speed, cost, and scalability.
- Mentor data engineers and ensure adherence to architectural standards and best practices.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications:
Seven (7) years of information systems experience in, Data warehouse design, data architecture, and data warehouse administration technologies;
OR
An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND Five (5) years of information systems experience in data warehouse design, data architecture, and data warehouse administration technologies;
OR
A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in data warehouse design, data architecture, and data warehouse administration technologies;
OR
A Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in data warehouse design, data architecture, and data warehouse administration technologies.
General Knowledge of
- Data storage management and warehousing principles
- Information security knowledge, standards, and principles
- Database infrastructure resource management
- Database infrastructure testing and troubleshooting techniques
- Software development lifecycle, practices, and principles
- Enterprise Architecture standards and principles
Requested Skills
- Extensive experience designing and developing data warehouse solutions;
- Extensive experience with ETL/ELT design methods and tools;
- Experience with real-time and batch data processing and integration.
- Background in machine learning;
- Familiarity with cloud data platforms (AWS, GCP, Azure);
- Solid understanding of data governance, privacy regulations (GDPR, CCPA) and security best practices;
- Experience with Business Intelligence tools like Power BI or other reporting platforms.
- Experience with Agile and Object-Oriented development methodologies;
- Excellent communication skills, both oral and written;
Preferred Skills
Preference will be given to those with the following skills/experience:
- 10+ years of experience in data engineering or data warehouse roles, with at least 7 years as a data warehouse architect;
- Expertise in modern data warehouse solutions and ETL/ELT tools and techniques;
- 3+ end to end migration projects from on-premises data warehouse to Cloud data solutions in a technical capacity (developer or architect);
- Proficiency in languages like Python, SQL, Java;
- Experience with data security, privacy and compliance;
- Strong SQL skills and experience with data modeling (dimensional, star, snowflake schemas).
- Certifications in Data Warehouse like CDMP, Big Data, Cloud;
