Job Description
ICF is in an exciting period of expansion and invites applications for a senior scientist/structured decision-making expert/quantitative fish biologist with strong statistical and modeling experience for a new position in our San Francisco or Sacramento offices. Requirements for this position include a degree (Ph.D. preferred) in fisheries science, quantitative ecology, or a closely related discipline with related experience in the Pacific Northwest. A strong quantitative background and experience in modeling data from various species are desired. Applicants should have a demonstrated track record of procuring funds to support research or project activities. Strong proposal writing and excellent meeting facilitation and communication skills are required. Candidates should be committed to supervising and mentoring junior staff.
The candidate will work closely with ICF’s Fish and Aquatic Science and Technology (FAST) team to design studies, analyze data, develop proposals, and collaborate on scientific manuscripts. The candidate will help explore new research opportunities focusing on applied quantitative modeling. The candidate will facilitate structured decision-making processes and, as needed, assist with regulatory documents that require technical expertise. The candidate will represent ICF at scientific conferences and be responsible for publishing peer-reviewed papers.
Data Science Expertise: The candidate must be familiar with and have a demonstrated track record with machine learning, generalized linear models, and simulation models. The candidate must be well-versed in R and other computing platforms, such as Python, for data analysis. Candidate must be able to manage several projects and serve as the Project/Task Lead on research studies carried out by ICF’s FAST team.
Team Leadership Skills: The candidate should have a strong track record of working collaboratively in teams (internal and external). The candidate must also be willing to mentor junior staff in the use of various statistical techniques.
Personal Attributes:
Provide guidance and oversee survey and sampling design, hypothesis testing, data collection, model development, statistical analysis, and problem-solving for various projects, studies, and other client assignments.
Complete research, technical writing, and data analysis related to project tasks, summarize and display data.
Develop scope and write proposals, objectives, tasks, and budgets for small projects.
Work closely with Senior Scientists and follow outlines provided by Project Managers to develop project reports, including graphs and data summaries.
Serve as a task lead on multiple projects and guide Biologists and Technicians successfully to help support the project work and data collection.
Maintain client relationships and distribute periodic project updates for lead projects. Attend client meetings as necessary.
Attend and present at scientific meetings; support other Biologists and Technicians in presenting at scientific or industry meetings.
Conduct literature reviews and increase familiarity with scientific literature relevant to projects.

Ability to complete and/or delegate work assigned by Senior Scientists
Demonstrated leadership skills, including training and supervising junior staff in data entry, analysis, and other aspects of scientific design and analysis.
Ability to conduct sophisticated statistical analyses of biological data.
Ability to work independently with strong organization and coordination skills.
Ability to handle multiple tasks with overlapping deadlines.
Ability to accurately interpret and follow established guidelines and procedures and communicate accordingly to staff.
Ability to produce accurate and quality work products promptly and be accountable for meeting objectives.
Ability to work collaboratively with others to resolve problems.
Excellent verbal and written communication skills, enabling the expression and exchange of ideas.
Strong customer service ethic in the delivery of services.
Positive energy is evidenced in an optimistic outlook, a sense of humor, and a disposition to encourage. The individual should be affable, and someone people generally want to be around.
Desired Experience:
Recognized as an expert in the field, with strong connections to a network of federal, tribal, and industry colleagues.
Strong leadership skills, with proven ability to motivate and guide teams towards success.
Demonstrated knowledge and aptitude for mark-recapture analysis and stock-recruitment relationships.
Aquatic science experience
Education/Minimum Qualifications:
Bachelor’s degree in fisheries, biology, or equivalent science-related field plus ten years of successful and sustained performance in Biologist positions.
A Ph.D. in fisheries-related science is preferred.
Demonstrated data management and entry skills, developing graphs and data analysis and communicating project methods and findings in presentations and reports.
Working Conditions and Physical Demands:
Possible long periods of computerized data analysis in a desktop environment
Possible long days in the field in streams or on boats

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
