GENERAL DESCRIPTION: Perform advanced (senior-level) administration of enterprise infrastructure systems supporting the DPS mission. Oversee and/or participate in project planning, design, network integration, installation. Oversee identification of varying business requirement for technological components utilizing for processing, storing, and retrieval of operational data. Coordinate with technical staff. May supervise the work of others.  Works under minimal supervision, with latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES:   

1.    Advanced (senior-level) administration of DPS server platform in primarily Windows Active Directory domain environments. Enterprise in various operating systems (Windows/Linux/AIX) and related infrastructure including but not limited to: Cisco UCS and, IBM Storage Area Networks (SAN). Also accountable for installation, configuration, and maintenance of various physical and virtual server architectures (VMware).

2.    Advanced (senior-level) open-ended improvements and maintenance of the DPS server platform; including server hardware and software components. Advanced skill in coordinating and solving problems. Participate in the planning, configuration, and implementation of agency servers. This includes but it not limited to maintenance, design, refresh planning, testing, troubleshooting, repair, security, disaster recovery, and patch management (Satellite/SCCM).

3.    Advanced (senior-level) administration of the DPS cloud platforms and related technologies. This includes but not limited to Government/Commercial clouds for Microsoft Azure and Amazon Web Services (AWS). Knowledge of related cloud apps, connectors, and general awareness of cloud networking.

4.    Advanced (senior-level) understanding of enterprise messaging (Microsoft 365/Exchange/hybrid) and mobile device management (VMware Workspace One).

5.    Advanced (senior-level) knowledge of enterprise data backup systems (NetBackup/BackupExec), data deduplication storage systems (Dell EMC Data Domain), and geo-redundant data backup/cloud backup strategies.

6.    Advanced (senior-level) collaboration with managers or users to identify system requirements for DPS initiatives/projects. Oversee and/or coordinate in determining and developing general business, customer specific, and functional needs that may be satisfied through available or acquirable systems.

7.    Advanced (senior-level) analysis of statistics regarding systems utilization, user support activities and other data to identify and respond effectively to anomaly conditions, concentrations of activities, problems, and trends. Analyze existing network and system procedures for efficiency and effectiveness.

8.   Advanced (senior-level) planning, design, development, implementation, support, and maintenance of information technology security measures to safeguard agency information.

9.   Oversee the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished.

10. Oversee and/or coordinate the training of staff prior to the implementation of technical and/or computer systems and offers advice and guidance during the implementation process.

11.  Coordinate and/or participate in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.

12.  Oversee and/or coordinate the test and diagnose of systems to ensure critical requirements are met.

13. Conduct studies and the preparation of reports that include study findings, recommendations, and instructions for proposed systems implementation; formulates logical descriptions of problems; and devises and implements optimum solutions.

14. Coordinate and/or oversee projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.

15. Coordinate with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems.

16.  Assist in developing agency computer operations and management information system plans and budgets.

17.  Manage multiple projects.

18. Maintain accurate electronic documentation of environment and related activities. Submits regular and special reports as necessary to ensure (IT) management and customers are informed of progress and status.

19.  Provide guidance to others. 

20.  Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

21.  Perform other duties as assigned.

 

Qualifications

 

GENERAL QUALIFICATIONS and REQUIREMENTS:  

Education – Graduation from an accredited four-year college or university with a major in Information Technology, Computer Science, or a

related field is preferred. 

Experience – Minimum of four (4) years’ progressively responsible experience performing professional technical work that includes customer

analysis,  business and functional needs, translation of customer requirements into automated business system plans, resource projections, cost

benefit analysis,  system provisioning/configuration/administration, project management and problem resolution required.

Substitution Note:  Additional work experience of the type described or other related education may be substituted for one another on a year-for

year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations,

legislation, guidelines, policies and procedures.  

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint)

and be able to learn new software/systems. 

·     Systems Administration experience with servers and at least one of the following operating systems:  Windows/Linux/AIX.  Storage Area Network administration and Cisco UCS administration experience a plus.

·     Extensive knowledge of system analysis, design methodology, and server hardware and software systems in an enterprise environment.

·     Extensive knowledge of the planning, design, and management of highly available enterprise IT infrastructure and associated systems and support services including: Windows/Linux/AIX servers, storage and infrastructure services (i.e. Active Directory, CIFS, DNS, DHCP, LDAP, NTP, NFS, SMTP, SNMP, MAPI, etc.).

·     Extensive knowledge of hardware/software techniques which involve configuring a variety of hardware devices (i.e. systems, servers, SAN, and virtualization).

·     Considerable knowledge of concepts such as RAID, disk management, hardware diagnostics, backups, replication, Group Policy objects, and disaster recovery procedures.

·     Extensive knowledge of procedures involving administering IP addresses for TCP/IP networks.

·     Extensive knowledge of day-to-day patching and maintenance of servers and platform hardware.

·     Extensive knowledge of the architecture of a wide variety of server configurations, hardware settings, add-in components, and related industry standards.

·     Knowledge of shell scripting languages such as Perl, Python, Bash, PowerShell, or similar.

·     Knowledge of system configuration management tools such as Kickstart, RHN Satellite, Ansible, Microsoft Configuration Manager, or similar.

·     Knowledge of business office practices and procedures involving retention and manipulation of large volumes of data and of the capability and limitation of personal computers in processing large volumes of data.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be

able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and

situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours, weekends, and emergency work may be required as needed. This position may have the ability to telecommute based on the needs of the division/agency. Travel (in city, and surrounding areas) as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

 

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

 

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
