The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Information Technology and Research (IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.

Here’s what you will do:

As the ETL and BI Developer, you will serve as part of the Solution Development and Delivery unit and contribute to the deployment and management of code, services, and processes supporting the use of Business Intelligence, Data Analytics, and Reporting in the agency. You will support the team with Agile development, Extract, Load, and Transform (ETL), and Business Intelligence (BI) expertise, and play a vital role in maintaining services critical to the ongoing business of DCBS.

Here’s what you need to qualify:

Minimum Qualifications:

  • Five (5) years of information systems experience in Business Intelligence, Data Analytics, or Data manipulation as described in the required skills below

OR

  • An associate degree in Computer Science, Information Technology, or related field or completion of a two (2) year accredited vocational training program in information technology or related field AND three (3) years of information systems experience in Business Intelligence, Data Analytics, or Data manipulation as described in the required skills below

OR

  • A bachelor's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in Business Intelligence, Data Analytics, or Data manipulation as described in the required skills below

Requested Skills:

  • ETL Development: Demonstrated experience designing, developing, and maintaining ETL processes using tools such as SQL Server Integration Services (SSIS) or other data transformation platforms.

  • Data Transformation: Strong ability to clean, reshape, join, and normalize/denormalize data from multiple sources for reporting and analytics.

  • SQL Expertise: Advanced SQL skills for data manipulation, performance tuning, and working with complex queries. Experience using SSIS, Power Query, DAX, or other tools/languages used in data shaping and transformation within Power BI or similar technologies

  • Data Modeling: Experience designing relational data models and creating efficient database objects such as tables, views, and indexes.

  • Database Systems: Hands-on experience with relational databases (e.g., Microsoft SQL Server, PostgreSQL, or Oracle).

  • Familiarity with scheduling and automating data refresh processes in Power BI Service or similar technologies

  • Understanding of data security and role-level access within Power BI

  • Experience working with government or enterprise-level data systems

  • Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered.  The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials.  On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
