· Bachelor's degree in Business, Computer Science or Healthcare related discipline OR at least 5 years’ technical experience in application support or an equivalent combination of education and experience is required.
· Education and/or work experience must include programmer analyst skills.
· Experience in healthcare and clinical applications, relational database management, project management, HL-7/FHIR, and Windows Server skills are preferred.
· Requires five years of computer-related or technical experience sufficient to gain exposure to user technical needs for on-line healthcare computer systems, with at least 3 years’ experience with an Integration Engine (ex. Corepoint, Rhapsody, Openlink, Cloverleaf).
· Certification in Epic Bridges and Data Courier preferred.
· Requires a broad knowledge of the business area supported to define information requirements for the clients. Incumbents may be the sole contributor for the client’s organization and are sought out as a resource for evaluating potential approaches for automation.
· Strong analytical and communication skills (both written and verbal) are a must, as well as strong interpersonal business and technical skills.
· An equivalent combination of relevant education and/or experience may be acceptable.

DUTIES AND RESPONSIBILTIES:
· Define information technology needs and develop strategic and tactical solutions. Make oral and written presentations to project teams and management. Represent the user department in other departmental meetings or committees and participate in planning for future information system needs.
· Research, implement, and support multiple disparate computing platforms, operating systems, processing environments, and telecommunications technologies; Implement solutions using optimal technology, platform, and interfaces. Conduct cost/benefit or feasibility analysis as required.
· Work with enterprise management, other technology-oriented staff, and end-user clients to define system requirements for integration with information technologies. Analyze user computing needs and define functional specifications for software design and modifications to include interviewing users, observing current user environment, evaluating existing systems and applications, determining data input and output specifications and defining and documenting functional requirements for software design.
· Design, code, maintain and revise data collection lists and interfaces. Perform interface implementation and integration of various software packages, including installation, customization and ongoing support and maintenance.
· Assume project leadership responsibilities for complex health information systems; coordinate application modifications that apply to multiple systems; conduct project meetings. Conduct group and individual training on use of integrated hardware and software technologies. Write test plans and coordinate user and internal testing; resolve and re-test identified errors and problems. Develop the implementation and installation plan for user department; and determine hardware requirements and coordinate installation.
· Perform system administration responsibilities for Integration Engine system, including responsibility for operational procedures, communication with other departments utilizing systems, access, security and maintenance of the computing schedule for the systems. Provide a moderate level of planning and coordinating for development and implementation of various aspects of major systems.
· Act as an integral member of the Halifax IT Disaster Recovery Team, following documented Halifax Health disaster recovery plans and procedures.
· Promote and adhere to departmental and organizational information security policies, standards, and procedures.
