The Data Governance Team Leader is responsible for overseeing the development, implementation, and management of data governance initiatives within the healthcare organization. This role ensures availability, integrity, privacy, and security of enterprise data in compliance with regulatory requirements and organizational policies. The ideal candidate will be a strategic thinker with strong leadership, communication, and technical skills, capable of collaborating across departments to foster a data-driven culture that treats data as a strategic asset.

** This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Applicants must reside in Kansas or Missouri or be willing to relocate as a condition of employment.

Compensation

$122,400 – $145,000

Grade IT&S 18

  • Blue Cross and Blue Shield of Kansas offers excellent competitive compensation with the goal of retaining and growing talented team members. The salary range for this role is a good faith estimate, it is estimated based on what a successful candidate might be paid.  All offers presented to candidates are carefully reviewed to ensure fair, equitable pay by offering competitive salaries that align with the individual's skills, education, experience, and training. The range may vary above or below the stated amounts.

What you’ll do

  • Program Development: Design, implement, and oversee a comprehensive data governance program that aligns with organizational goals and regulatory requirements.
  • Policy & Standards: Develop and enforce data governance policies, standards, and procedures to ensure data quality, security, and compliance.
  • Stakeholder Engagement: Collaborate with business units, IT, and compliance teams to establish data stewardship roles and responsibilities.
  • Data Quality Management: Define metrics and processes to monitor and improve data quality, ensuring accuracy, consistency, and reliability.
  • Risk & Compliance: Ensure data governance practices comply with industry regulations (e.g.,  HIPAA) and internal policies.
  • Technology & Tools: Identify and implement data governance tools and solutions that support data cataloging, metadata management, certified datasets, and data lineage tracking.
  • Change Management: Lead organizational change efforts to embed data governance principles into business operations.
  • Training & Advocacy: Educate employees on data governance best practices and foster a data-driven culture within the organization.

Knowledge/Skills/Abilities

  • Strong knowledge of data governance principles, data lifecycle management, and data quality frameworks.
  • Familiarity with healthcare data standards and regulatory requirements (e.g., HIPAA, HL7, FHIR).
  • Proficient in data governance tools and platforms (e.g., Collibra, Informatica, Alation).
  • Experience with data management technologies such as SQL, data warehouses, and BI tools.
  • Ability to lead cross-functional teams and facilitate stakeholder engagement.
  • Excellent written and verbal communication skills, including policy and report writing.
  • Strong problem-solving skills and attention to detail.
  • Knowledge of change management and project management methodologies.
  • Ability to handle sensitive data with integrity and confidentiality.
  • Strategic mindset with a focus on continuous improvement and innovation.

What you need

  • High school diploma required. Bachelor’s degree in information systems, data management, health informatics, or related field preferred.
  • Minimum 8 years’ experience in data governance, information management, or related roles.
  • 2 years leadership or supervisory experience required.
  • Experience in a healthcare or highly regulated environment strongly preferred.
  • Certification in Data Governance (e.g., DGSP, CDMP) preferred.
  • Professional certifications (e.g., CDMP, CIMP, DGSP) are a plus.
  • Experience in highly regulated industries such as healthcare, finance, or government.

Physical Requirements

  • Ability to sit for extended periods at a computer workstation.
  • Occasional standing, walking, and lifting of objects up to 20 lbs.
  • Manual dexterity required for use of computer keyboard and mouse.
  • Visual acuity to review detailed documents and electronic data.
