Opportunity Awaits, Apply Today! The Data Quality and Informatics Policy Advisor (OPA4) will lead Race Ethnicity language Disability & Sexual Orientation and Gender identity (REALD & SOGI) demographic data quality improvement across OHA and ODHS systems, collaborating with CCOs, providers, and insurers to enhance data quality and usability. The Data Quality and Informatics Policy Advisor will partner with internal and externally facing community partners, including CCOs, providers, and insurers to enhance data accuracy. Key duties include developing and implementing REALD&SOGI data quality standards and policies, ensuring compliance with state and federal laws, and promoting data equity to help eliminate health disparities. The advisor will analyze data quality in data systems that carry large data sets, prepare reports to comply with HB 2134 and HB 3159 requirements, and recommend improvements for data collection, storage, and sharing across agencies and data systems. This role requires strong expertise in statistical analysis, data systems, and policy development, with the ability to lead complex projects, communicate effectively, and navigate political and technical challenges. The advisor will also guide analysts working on REALD&SOGI data initiatives across the state.

This position falls under the OPA4 classification. is a full-time, permanent position. The AA Rate Pay Range for this position is $7,353.00 - $10,827.00USD Monthly.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that supports the knowledge and skills for the classification.

WHAT WE ARE SEEKING:
Proven track record of leading data quality and policy initiatives in complex health systems.
Demonstrated expertise in REALD & SOGI demographic data collection, analysis, and policy development.
Extensive experience in applying advanced statistical methods to public health data.
Highly skilled in navigating state and federal data systems, standards, and interoperability.
Exceptional ability in facilitating collaboration among diverse stakeholders to drive consensus.
Strong background in developing and implementing data quality standards and improvement strategies.
Adept at communicating complex technical information clearly to non-technical audiences.
Competency in leveraging STATA, SAS, R and other statistical software for data analysis and visualization to inform policy decisions.
Working Conditions: The role is primarily hybrid, with occasional visits to the division's home office at the Five Oak Building in downtown Portland.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
