Purpose of Role: Weir Marine Engineering has a requirement for a Metadata Specialist to assist our clients in the Department of National Defence (DND) with their quest towards a scalable and efficient Master Data Management (MDM) solution. This challenging position involves working closely with our DND clients, but can be performed remotely (telework). As such, the position could be based in different locations, including Ottawa, Toronto, Halifax or Montreal. The initial requirement is for a contract to 31 March 2026, but it is expected that the contract will subsequently be renewed annually for one or more years. Although this opportunity is aimed at a consultant/contractor, an employment arrangement could also be considered.

Key Responsibilities:
Design and Architecture: Assess the client’s needs, design metadata model and architecture for scalability and efficiency. Investigate data sources and design methods for accessing and integrating data into DND systems or databases.
Master Data and Metadata Management: Assist with the creation of MDM repositories, identify appropriate MDM tools and technologies. Verify and validate existing data sources and repositories. Assist with the development of an MDM strategy. Identify key stakeholders and their data needs, organize and participate in workshops. Design and implement the MDM repository architecture. Select and set up metadata repositories and data dictionaries with appropriate cloud-based data warehousing solutions and data migration strategies. Explore and support technical implementation of MS Purview. Explore opportunities to enrich metadata and develop and implement processes for managing changes over time. Monitor, evaluate and optimize MDM performance.
Data Governance and Collaboration: Develop and maintain a data model and data glossaries. Ensure alignment to given DND policy directives and standards and to industry best practices. Establish procedures to follow data quality framework and governance policies. Ensure data is searchable across platforms. Identify and collaborate with stakeholders to design and document data standards. Implement data auditing mechanism.
Performance and Support: Coach and train others on MDM practices and tools. Identify security and privacy requirements of data assets and provide related guidance. Identify and mitigate risks associated with MDM. Establish feedback loop with stakeholders to ensure continuous improvement. Define metrics to measure success and impact of initiatives. Ensure that all solutions and processes are scalable to accommodate future growth.

Job Knowledge/Education and Qualifications:
More than ten years of relevant technical experience in an IT project-based environment for large enterprise or government.
Technical knowledge areas expected:
MS Purview;
MS Power BI;
Experience with MS Fabric would be an asset; and
Working knowledge of a scripting language, such as Python, would be an asset.
Process and general knowledge areas expected;
Solid understanding of data warehouse concepts, data lakes, data marts and technology, including AWS, cloud DB, data integration patterns, analytics and business intelligence;
Advanced knowledge of data governance technology, business process modeling, metadata, data lineage, master data management, data classification, and data quality; and
Experience with the DND/CAF and/or in the defence industry would be an asset.

Dynamic person with the ability to work under pressure on a large, complex, long term project;
Good at listening, guiding and mentoring;
Fast learner who can absorb and understand the project landscape and constraints, and delve into the technologies being considered to meet the project requirements;
Excellent organizational and communication skills (verbal and written); and
Motivated and takes pride in their work.
Canadian citizenship, with 10 or more years residing in Canada with no periods longer than six continuous months out of country, is absolutely necessary as part of the requirements to obtain a government security clearance to the minimum level of Secret.
