The primary role of the Associate Director Grant/Data Quality will be to support all aspects of the organization’s grantmaking, grants oversight and data quality management as part of a collaborative team at the Albany Medical Center AIDS Program within the Division of HIV Medicine. The Albany Medical Center AIDS Program is the only Designated AIDS Center in Northeastern New York and has provided comprehensive HIV care since 1985. We are a multi-specialty practice offering services for over 1350 people with HIV. Our clinic is primarily grant-funded by the NYSDOH AIDS Institute and HRSA.

Application of quality improvement concepts, developing and implementing quality projects is required.  Fluency in spreadsheets and word processing systems required.  Fluency in databases strongly preferred.  Experience in health care utilization, policies and procedures development and integration of data management in a health care setting preferred. Ability to work independently, with wide latitude for independent judgement, in a fast paced, multi-disciplinary team environment. In addition, attention to detail and strong communication skills are specifically required. A minimum of 2 years’ experience in health care or a related field is recommended.

Grant Writing:

Lead the preparation and development of federal/state grant funding applications including research, writing, editing, and generating supporting documents as well coordinating with multidisciplinary team for budget development and final proposal submission.

Grant Management:

Programming development:

Plan, direct, and implement grant funded programming

Provide technical assistance in meeting HRSA/HIV Advisory Board requirements

Ensure compliance with state and/or federal guidelines, implementation of performance indicators and evaluation of grant outcome measures

Establish operating and administrative policies and procedures of Ryan White Network and other HIV/AIDS programs to assure efficient program operation

Manage all aspects of the RFPs and contract processes for the procurement of HIV/AIDS related core and support services

Ensure completion and submission of required programmatic data and reports according to mandated time frame

Quality Improvement:

Manage the development and implementation of continuous quality improvement of grant funded services

Review annual quality goals and results

Use data on measurable grant service outcomes and service quality indicators to develop quality improvement goals and determine progress toward evidence-based benchmarks

Desired qualifications:

Broad knowledge of the practice and procedure of governmental budgeting and contracting

Experience with grants writing and grants management, with a particular focus on federal/state grants awarded by the DHHS/HRSA/Bureaus of Primary Health Care/NYS DOH AI preferred

Experience in program development, implementation, monitoring and evaluation

Familiarity with HIV Care Services, including HIV healthcare, HIV social services delivery, and HIV program monitoring

Experience with Epic

Experience with data collection/monitoring and managing data systems

Work collaboratively with program directors and managers and senior clinical leadership

Requirements:

At least 3 years of experience working on large federal grants, including grant writing and fund development in a healthcare, hospital, or community-based organization setting

At least 2 years of experience supervising staff

Miscellaneous:

Participate in ongoing continuing education and maintain current knowledge of HIV-related information by attending trainings, in services, attending professional development events and by self-education.

Stay current about emerging needs via data review, internal/external meetings, trainings and webinars.

Collaborate with multidisciplinary program staff to understand program needs to inform prospecting and proposal development.

Create and maintain project management tools for tracking prospective, upcoming applications, submitted applications and outcomes. Maintain database of linkage agreements, letters of support and MOUs.

Create annual reports, staff and patient newsletters, patient handbooks, etc.
