We are seeking an experienced and dedicated Data Governance Analyst (Consultant level) to join the Data Governance team with Blue Shield of California. The Data Governance Analyst (Consultant level) will be involved in establishing policies, procedures, and best practices to ensure data is accurate, consistent, accessible, secure, and used responsibly, while complying with healthcare regulations. You will be responsible to ensure that data is trustworthy and can be used effectively in data pipeline and analytic needs.
Your Work
In this role, you will:
- Own Data Governance Framework and ensure execution of operating model with business stewards
- Define roles and responsibilities for managing data assets, including data quality, security, and access; work with Source and use-case Stewards to ensure trust in data
- Implement measures to protect sensitive patient information from unauthorized access, breaches, and misuse
- Ensure adhering to relevant regulations and legal requirements, such as HIPAA, which govern the handling of protected health information (PHI)
- Establish policies and procedures for data collection, storage, retention, and disposal
- Ensure that authorized users can access the data they need when they need it, while maintaining security and privacy
- Define how data can be used, including for clinical decision-making, research, and reporting
- Own Data Quality Development, Meta Data and Reference management data standards and policies; identify gaps in execution and help in Data lifecycle management
- Guide business data stewards and data users in effective use of Data Quality and Catalog tools and processes by creating necessary Job-aids and playbooks
- Measure data governance adoption across business teams by defining KPI and conducting adoption maturity
- Assist with preparation of material for regular core team and key governance forums (e.g., Enterprise Data Governance Steering Committee, Data Steward Council) to review progress and initiatives with key constituents
- Monitor the adherence of enterprise data governance policies, standards and processes
Your Knowledge and Experience
- Requires a bachelor's degree or equivalent experience and a minimum of 7 years of prior relevant experience
- Experience with data governance processes involving data quality, metadata management, data marketplace, reference data management and master data management
- Experience with Data Governance tooling as Collibra, Informatica, Allation or any other leading Industry tool
- Proficient in SQL and ability to understand data models
- Ability to communicate and articulate complex quantitative analysis in a clear, precise, and actionable manner
- Proven collaborator with strong interpersonal skills, works collaboratively within the team and outside the team
- Excellent presentation, written, and verbal communication skills which bring clarity and precision at all levels within the organization
- Knowledgeable and working experience of Health Insurance (Plan) data domain business concepts and processes (highly preferred)
- Experience with Collibra Data Intelligence Cloud (DIC) tool (highly preferred)
- Experience with Collibra data quality (Previously OwlDQ) tool (highly preferred)
- AI data governance experience preferred
- Python experienced preferred
- Tableau Development experience preferred
