Job Duties

Analyzes data, systems and business performance; interprets results; develops outcome metrics; forecasts and predicts performance; and makes recommendations to support improving the availability of and access to UI programs and services.

Conducts research, reviews resources, works with various datasets, creates data metrics, and reports trends, issues and findings. Implements, debugs, calibrates, and applies advanced analysis models and next generation data driven techniques.

Develops, calibrates and validates data models; processes large input and output data sets; and analyzes data to improve business performance.

Manages assigned projects from inception to completion; serves as an agency technical resource on data and performance enhancement strategies; responds to requests for information; makes presentations; creates educational materials; and submits reports to senior leaders.

Minimum Qualifications

Knowledge of business functions related to claims processing; data science, statistical analysis and interpretation; and data management, business process improvement, and performance management.

Strong oral and written communication; computer (including using software applications and database types, including MS Office products and web-based applications); decision making; facilitation and analytical skills.

Ability to develop, analyze and manage large data sets (unstructured and structured); integrate data from different sources and across different platforms; apply machine-learning concepts to develop predictive indicators of performance.

Ability to work productively with IT and other business partners to develop and define business requirements for data, systems and processes, and to make improvement recommendations.

Ability to conduct and interpret statistical analysis; prepare reports and make formal presentations; use data science tools and techniques to transform business and achieve business objectives; and apply data-oriented approaches to problem solving.

Additional Considerations

Knowledge of and experience working with business functions related to Unemployment Insurance claims processing; machine learning techniques and algorithms (e.g., k-NN, Naive Bayes, SVM, or Decision Forests); data science toolkits (e.g., R, SAS, Python, GO, or Scala); data visualization tools (e.g., Tableau, SAS VA, or QlickView); and query languages (e.g., SQL, Hive, Pig, etc.).

Experience managing projects from inception to completion.

Advanced related technical proficiency and/or certification such as MS Power BI or SharePoint.
