The Enterprise Risk Management (ERM) Data Manager has a critical role in helping strengthen the second-line function by overseeing and managing data quality, integrity, completeness, accuracy, and reporting of risk and compliance related activities. The ERM Data Manager will be responsible for developing and managing key data sets to support the second-line functions of the Bank through data collection and analysis for compliance with applicable laws and regulations, including second line of defense testing program and other critical ERM activities.
The initial and primary responsibilities of the role will be to support the Bank Secrecy Act (BSA) Department, Compliance Department, and Fraud Department. Over time, this role will evolve to support other data-related activities for the broader Risk Management function, as needed.
Essential Duties
- Develop, implement, and maintain a comprehensive risk and compliance data strategy, aligning with the Bank’s overall data governance principles and standards.
- Develop requirements and oversee the collection, aggregation and storage of risk and compliance data from internal and external sources.
- Review, research, and analyze data used for risk and compliance activities and reporting purposes to ensure data quality, integrity, and completeness.
- Proactively identify and remediate data inconsistencies that may impact reporting and analysis.
- Develop, implement, and manage risk and compliance management data related policies and procedures for the second-line function’s data management program.
- Ensure compliance with regulatory requirements, not just specific to the regulations but also as it relates to data management and reporting requirements (e.g., BSA/Fraud, CECL, CCAR).
- Support and create model risk management documentation required for models and tools used by the various 2LOD units.
- Support the development of data analytics and queries that will be used for second line testing to assist the departments with relevant data for compliance testing and ongoing monitoring.
- Support the future implementation of a governance, risk, and compliance (GRC) platform.
- Support the future development of data dashboards and visualizations for ERM.
- Manage, coach, and develop the current Technical Analyst to support the data-related projects.
- Work with the Technical Analyst to administer and manage ERM tools such as the automated transaction monitoring system and the GRC platform.
- Assist and support with the maintenance of the Bank’s Community Reinvestment Act (CRA) Public File, annual regulatory submission of CRA data, Home Mortgage Disclosure Act (HMDA) data files and annual HMDA submission.
Complies with all State and Federal Banking regulatory requirements, including but not limited to: BSA, Anti-Money Laundering OFAC, CIP, Financial Elder Abuse Reporting, Sexual Harassment, Information Security and privacy requirements. Acts as the control point for the office to ensure that all CIP, BSA, OFAC requirements, procedures and time frames are met.
Required Knowledge, Skills and Abilities
- Strong knowledge of the financial services industry, including bank structure and its products and services.
- Strong working knowledge and proficiency in data mining, data management and data extraction.
- Strong relationship building skills to develop and sustain collaborative working relationships with various business partners to improve data quality and processes.
- Strong critical thinking, business judgment, and problem-solving skills.
- Clear and effective communicator to convert complex data terminology to simplified layman’s term.
- Excellent time management, verbal and written communication skills.
- Experience with presenting and communicating with internal and external auditors, and regulatory agencies.
- Working knowledge of key compliance requirements, such as but not limited to Bank Secrecy Act/Anti-Money Laundering and Office of Foreign Controls Asset (BSA/AML and OFAC) requirements, CRA, HMDA and Regulation B (Equal Credit Opportunity Act).
- Advanced use of Microsoft Office Suite specifically Excel but also Word and PowerPoint, Tableau, Laserfiche, COGNOS, and B.O.S.S and other business analysis tools.
- Strong team player and self-starter.
Officer Title Eligibility
For qualified positions, the Bank may designate an Officer Title to an employee who seeks and/or meets defined competencies for an eligible position. This position qualifies for the officer title(s) Vice President, First Vice President.
Education and Experience
- Bachelor’s degree in computer science, Data Science, Information Systems, Economics, Finance, or a related quantitative field.
- 10+ years of experience in data management, data analytics or data governance with a focus on financial services or risk management.
- Familiarity with model risk management requirements and documentation including mappings, model descriptions, testing requirements, and related activities.
- Strong SQL querying and/or Python skills.
