Job Summary:
Responsible for the overall planning, organizing, and execution of MassHire Merrimack Valley Career Center (MVCC) IT functions and MOSES support. This includes directing all IT operations to meet user requirements, designing, supporting, and maintaining existing applications, and developing new technical solutions. Ensures the consistency of existing applications by creating, maintaining, and enforcing standards/procedures for implementing technical solutions. Establishes and maintains the security of the IT system. Manages databases to capture and integrate various information in order to generate and distribute routine and ad hoc reports. Coordinates efforts with staff members to maintain information systems for tracking and reporting MHMVCC programs and goals. Identifies, evaluates, and implements technology solutions that aid in organizational development. Maintains a system that complies with Mass Executive Order 504 PII (Personally Identifiable Information) that protects confidential customer data within reasonable parameters.
Essential Functions/Key Responsibilities:
- Install, support, and maintain MassHire Merrimack Valley Career Center (MVCC) computers (hardware and software) and mobile devices. In collaboration with GLCAC IT staff, provide technical support for the network and phone system.
- Maintain and improve effectiveness and efficiency by defining, delivering, and supporting the MassHire MVCC IT strategic plan.
- Create and document a MassHire MVCC computer and equipment lifecycle to inform replacement, enabling the career center to operate with the most up-to-date equipment that can be supported with available resources.
- Assist in preparing the annual budget for computer equipment and supplies.
- Provide recommendations relative to equipment status and requirements.
- Conduct all hardware and software evaluations and maintained vendor contact.
- Install, maintain, back-up, and troubleshot Microsoft 365 applications, including an electronic communications environment, SharePoint intranet, web-based Microsoft products, and Azure services.
- Maintain, diagnose, and resolve problems with backbone software (Amazon WorkSpace and WorkDocs, VPN, remote access, email, back-ups, and local and cloud-based services).
- Coordinate with the state (DCS) as necessary.
- Maintain a public-facing wireless access network for partners and vendors in collaboration with GLCAC IT staff.
- Preserve data by implementing disaster recovery backup procedures, information security (IS), and control structures.
- Set up and maintain a Work-from-home environment that supports a hybrid IT model, on and off-premises.
- Ensure that NECC IT and data policies and procedures are enforced. Develop and enforce additional IT and data-related policies that the state may require for MassHire career centers.
- Develop and implement best practices to conform with state IT and database administration infrastructure and policies.
- Manage the technical aspects of the MassHire MVCC Website
- Assist with the technical aspects of social networking to help the career center reach a wider audience and market the services in new and innovative ways.
- Supervise and make recommendations for the hiring and/or terminating IT Department contractors and staff.

- Troubleshoot problems with copiers. Work with Administration Coordinator to engage vendors for equipment maintenance and repair.
- Represent and act as the liaison for MassHire MVCC at state level IT and MOSES meetings.
- Attend community of practice meetings to share challenges, communicate ideas for improvement, and to maintain an IT system and/or database that is current and in-line with federal and state requirements.
- Attend MOSES Crystal Reports User Group (CRUG) meetings and implement improved report design.
- Attend MOSES user group meetings and MOSES advanced training sessions and serve as MOSES Local Expert.
- Maintain MOSES to assure timely and accurate customer record data entry and compliance with all reporting requirements, manage and troubleshoot MOSES issues, and provide MOSES training and support to staff.
- Evaluate reports for data entry consistency and accuracy.
- Create, analyze for data entry consistency and accuracy, and distribute a series of regular periodic reports that conform to WIOA and other grant-funded participant reporting requirements to support management monitoring of program performance.
- Remain current in the utilization of technology in the field by attending relevant training sessions, seminars, and workshops.
- Create and maintain a current property inventory log of technology equipment, office furniture, and other items that are required to be tracked.
- Perform other duties as assigned.
- Must complete a CORI & SORI background check within the first thirty (30) days of employment.
Skills & Qualifications:
- A bachelor’s degree is preferred but can be substituted with five (5) years of IT support and data management experience. Knowledge of the MOSES Statewide database system.
- Ability to detect, analyze, and resolve computer software and network problems.
- Experience in coordination and implementation of computer and peripheral systems, including planning, specifications development, purchasing, installation, training, troubleshooting, and repair.
- Previous knowledge of MS Windows Servers, including Active Directory, Exchange, Microsoft 365, and Azure.
- Knowledge of computer hardware, maintenance, and repair. Experience with inter-agency operation of federally funded education and training programs preferred.
- Previous experience with Crystal Reports.
- Experience using remote assistance tools, remote conferencing tools, and other cloud-based software. Capable of working with limited supervision.
- Excellent communication skills.
- Weeknights and Saturday hours may be required.
- Transportation and a valid driver’s license are required.
- Position requires the ability to lift 20 pounds. Position requires fully correctable close vision and depth perception.

Work Environment: This job operates in a professional office environment and uses standard office equipment. This job regularly requires the employee to sit, walk, and stand, as well as use hands repetitively to
handle or operate standard office equipment. The employee is occasionally required to kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25
pounds.
