Job Description

The Red Gate Group is seeking a highly analytical and mission-driven Senior Program and Data Analyst to support the Office of Naval Research (ONR) in Arlington, VA. In this role, you will blend financial acumen with advanced data analytics to directly impact science and technology initiatives that enhance the readiness and resilience of the U.S. Navy and Marine Corps.

You’ll help manage complex funding streams, develop data-driven insights, and produce reports that inform strategic decisions across ONR’s diverse research portfolio, which includes artificial intelligence, human performance, medical innovation, and autonomous systems. As a trusted advisor to Navy program leadership, you will work at the intersection of technology, finance, and data science—supporting the warfighter through smarter investments and sharper analytics.

Key Responsibilities:

  • Analyze and track government financial data, including budgeting, forecasting, execution, and performance metrics

  • Develop dashboards, visualizations, and predictive models using tools like Power BI, Tableau, SQL, Excel, and Python

  • Report on financial benchmarks including commitments, obligations, and expenditures

  • Provide timely insights that support strategic S&T decision-making and portfolio optimization

  • Support federal grant management activities and compliance reporting

  • Collaborate with senior Navy stakeholders and researchers to align funding with mission objectives

  • Present findings and briefings using advanced PowerPoint and data visualization tools

  • Learn and adapt to evolving Navy ERP systems and procedures in real time

Qualifications

Minimum Qualifications:

  • Active SECRET clearance

  • Bachelor’s degree (or high school diploma with additional experience)

  • 5+ years experience with government financial and budget cycles

  • Expertise in Excel, including advanced functions and modeling

  • Experience with Power BI, Tableau, Python, or SQL for data analysis

  • Knowledge of government planning, budgeting, and financial reporting systems

  • Demonstrated ability to work independently and communicate technical concepts effectively

Preferred Qualifications:

  • Bachelor’s in Accounting

  • 5+ years federal grant management experience (Navy/DoD preferred)

  • 3+ years experience with Navy ERP or similar DoD financial systems
