Job Description
Help lead the City of Toronto’s approach to data analytics through work on our enterprise data and AI platform.
You’ll also be join us at an exciting time as we establish a foundation for how the City of Toronto designs and implements its Enterprise Data Platform. You’ll be a part of our Data Integration and Access team within the newly formed Enterprise Data and Artificial Intelligence unit of the Technology Services Division.
We’re seeking a dynamic individual with a specialization in cloud engineering to join our team. With a focus of supporting the delivery of data analytics projects and the City’s future AI capabilities, in this role you will help lay the foundation for our Enterprise Data Platform. You will join a growing team that includes data modelers, data engineers, service designers, business transformation leads, data science and visualization specialists, and other cloud engineers who are all driving the modernization and vision for Toronto’s world class Enterprise Data Platform.
This is a critical role and project that will defining and enable teams across the City with data and analytics capabilities, with a primary focus on data the City creates and oversees as part of initiatives to support new housing. Through this work you will also be expanding the utility of the City’s data through the establishment of a data mesh within the Enterprise Data Platform. This comprehensive data view across analytics projects will empower the City to ask broader questions and enable insights through analysis across traditionally siloed data. You’ll play an essential role in achieving this vision.
In this emerging team you'll also have the opportunity to cross-train in the shared disciplines of other team members and expand your experience working in the cloud. We are currently establishing and templating the team's approach to deliver cloud data analytics tooling that will support various data analytics, data visualization, and dashboarding projects. You’ll be an active member cross-skilling in establishing end-to-end data analytics projects; so a strong desire and capability to learn (or enhance existing skills) in data ingestion using cloud tooling (like AWS Glue), establishing data pipelines, spinning up cloud infrastructure, and utilizing DevOps practices is highly valuable.
Major Responsibilities:
- Design, architect, analyze and implement detailed plans and recommend policies/procedures regarding the Cloud Data Analytics Platform requirements. Special attention is required to ensure the City's requirements for security, privacy and information management are met.
- Provide senior level support for the Cloud Data Analytics Platform environment, services and users including design, administration, configuration, security and privacy, account management, change management, capacity planning and licensing.
- Provide advice and consultation to business users and other technical staff to determine requirements, research solutions, evaluate alternatives, recommend policies regarding data integration, data security, network infrastructure, software, licensing and product acquisition related to Cloud Data Analytics Platform environment.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Leads, facilitates and contributes to the design, creation, development and sustainment of corporate standards for the division, including formalized project management and methodology, data warehousing architecture, data modeling, metadata, change management, and application development and migration.
- Responsible to senior management within the division, business and technical stakeholders for all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
- Provides project budget and financial management such as sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
- Prepares and/or supervises the preparation of various formal contractual documents such as Request For Information/Proposal/Quotation (RFI/P/Q), Statement Of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
- Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
- Identifies and develops divisional/cross-divisional initiatives to produce synergies and economies of scale.
- Negotiates with senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
- Provides assessments and recommendations of new technology trends on the effective use, acquisition and integration of technology by the City.
- Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures; prepares feasibility study and recommends overall technical solutions for business initiatives and leverage existing enterprise infrastructure investments.
- Recommends and implements security, privacy and quality assurance requirements consistent with both the Municipal Freedom of Information Privacy and Protection Act (MFIPPA), and corporate and legislated standards regarding the storage, processing and retention of confidential data.
- Recommends, establishes, and sustains various project management structures that span one or more levels of government such as the Provincial Offence Act and Social Housing downloading initiatives.
- Assesses and recommends scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures. This includes determining requirements, conducting research and evaluations and obtaining all approvals and signoffs.
- Informs and educates senior managers, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management.
Key Qualifications:
- Post-Secondary education in Computer Science/Engineering or a related discipline, or an approved equivalent of education and/or work experience
- Considerable experience in analysis, design, and architecture working on diverse large scale information technology projects.
- Considerable experience with AWS Cloud services, including a suite of data platform tooling, AWS Landing Zone, Security, and Network features.
- Considerable experience with Python programming and libraries
- Considerable experience in IT Infrastructure and Operations with applied experience in an IT production, systems management or development environment.
- Experience with public cloud platforms (e.g. AWS, Azure, GCP) and implementing, configuring and utilizing data analytics tools such as: Redshift (AWS), BigQuery (GCP), or Synapse Analytics (Azure); AWS Glue, Google Cloud Dataflow, Azure Data Factory; AWS Lambda with CloudFormation, Google Cloud Functions, or Azure Functions; and Amazon QuickSights, Google Data Studio, or Microsoft Power BI.
- Experience in implementing the AWS Secure Reference Architecture
- Certification as an AWS Solutions Architect would be an asset.
- Ability to collaborate with Enterprise Architecture and Enterprise Application Solutions groups to translate business requirements into technical designs and solution specifications.
- Knowledge of Typescript, particularly in the context of infrastructure as code using AWS CDK
- Knowledge of DevOps practices, including continuous integration and continuous deployment (CI/CD) pipelines, infrastructure as code (IaC), and automated testing and monitoring, to ensure efficient and reliable data model deployment and maintenance.
- Knowledge of information systems security, risk management and/or IT-related function with emphasis on Information and Data Protection, Infrastructure, Identity and Endpoint Security, Security Intelligence and Analytics.
- Ability to plan and organize operational sustainment of business applications.
- Ability to supervise technical staff and coach internal business and technical teams.
- Knowledge of current and emerging information management concepts and technologies including agile development methodology, cloud-based solutions and services, web portals, data migration, business/data modelling methodologies, Enterprise Application Integration, business intelligence and decision support for a multi-tiered, multi-platform, network centric computing environment.
- Project management experience in all stages of complex information management projects would be an asset.
- Ability to establish and maintain an effective relationship with corporate clients, external stakeholders and vendors.
- Knowledge of relevant legislation in the area of Occupational Health & Safety, Employment Standards Act, Accessibility (AODA), Municipal Freedom of Information and Protection (MFIPPA), and collective agreements in a supervisory capacity as it relates to the role.
