Department Overview

The Information Security & Privacy Governance Department is a department within the Technology Divisions, which is Rakuten Group's shared technology organization.

We are responsible for establishing rules, policies, and regulations related to information security, privacy, data, and for the Rakuten Group, supporting development and business departments, monitoring, and employee training.

The AI Governance Management Section is responsible for the overall AI governance program for the Rakuten Group. We collaborate with Rakuten Group's AI development departments and corporate IT departments to promote AI governance within the Rakuten Group.

Position Details

The Vice Senior Manager / AI Risk Management Group Manager in the AI Governance Management Section is responsible for developing, implementing, and operating AI governance frameworks, policies, and monitoring procedures in collaboration with relevant departments to ensure the responsible and ethical development, use, and provision of AI. Because the AI governance framework involves a significant aspect of cross-functionally constructing internal regulations under the jurisdiction of existing risk and governance-related departments for AI governance purposes, this position requires strong communication skills.

In addition, you will lead activities with industry organizations and contribute to the dissemination and implementation of AI governance externally.

As the team expands, the Vice Senior Manager will take over the Senior Manager role, which is currently held concurrently by the Department Head.

Responsibilities:

- Development and implementation of AI governance frameworks, policies, and monitoring procedures as internal regulations.

- In cooperation with relevant departments, conduct risk assessments regarding the potential ethical, legal, and social impacts of AI initiatives and provide guidance.

- Investigate AI-related regulations and ethical guidelines in Japan and other countries with relevant departments, and consider and implement responses, such as reflecting them in internal regulations.

- Provide training and support to Group companies on AI governance best practices and standards.

- Lead activities to obtain industry trends and regulatory information regarding AI governance and share them with the internal community.

- Create reports for the Rakuten Group CIO/CTO, CISO, CDO, and management meetings by the Head of the Information Security & Privacy Governance Department.

Mandatory Qualifications:

- Excellent communication skills to collaborate effectively with diverse teams and stakeholders.

- 7+ years of experience in information security, cybersecurity, or planning and implementation management of internal information systems.

- Team management experience related to the above responsibilities.

- Experience in building teams and operations in new fields.

Desired Qualifications:

- Experience in creating internal regulations related to information security, privacy, and IT governance.

- Experience in planning, developing, or implementing generative AI or AI-related projects.

- Certified Information Systems Security Professional (CISSP) certification.

- Information Security Specialist (IPA) certification.

- Experience and knowledge related to ISMS ISO/IEC 27001 certification activities.

- Experience in building and operating on public cloud services.
