Description

Project description:

The goal of the project is to develop an automated process that allows the annual determination of recidivism involving alternative penal measures ("MPA recidivism" from now on).

Measuring recidivism through a recidivism rate with annual periodicity provides valuable information for the development of public policies developed by the Secretariat of Penal Measures, Rehabilitation and Victim Care.

Until now, the recidivism that is calculated is penitentiary recidivism, that is, the probability that a person commits a new crime and receives a prison sentence for this new crime. A more complete view of recidivism should also consider people who receive a less severe penalty, such as community service.

Information on these, known collectively as alternative penal measures (MPA), is managed in a separate SIPC database, with a different structure, and which therefore requires different processing for the calculation. The project consists of creating a process and software that makes this calculation automatically.

Tasks to be performed: Formalize the requirements of this software, develop the software in Python, test the software in an iterative manner with CEJFE, and create an installer for Microsoft Windows and a brief user manual.

Group and complement: Group 3 + level q

Dedication and working hours: Partial time, 20h/month or 30h/month (flexible schedule)

Financing fund: Agreement CNR04525 - CEJFE - Carlos Castillo, CEJFE Contract "Systematization of the recidivism rate that entails alternative penal measures (MPA)", agreement with an end date of execution on 2024-10-31.
