Position Overview:

This is an exciting opportunity to help shape the quality of health care in Florida.

We are seeking to hire a Chief of Medicaid Data Analytics who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.

This position requires a candidate who is creative, flexible and innovative who will thrive in a fast-paced, team-based work environment.

 

As the Agency hub for analytics, reporting, and data visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services, and health care costs.

Data Analytics plays a vital role in the managed care rate setting process, health care economics, and health plan evaluation.

This role is a dynamic and independent managerial position, where you'll be at the forefront of Florida Medicaid’s business intelligence.

You'll lead health economic and statistical analyses for the Medicaid program, direct actuarial analyses, and provide crucial technical and analytical support for the managed care rate setting process.

Additionally, you'll oversee federal reporting, conduct focused studies, and prepare comprehensive data analyses for the Division of Medicaid.

Your primary responsibilities will include coordinating and motivating staff in the Bureau of Medicaid Data Analytics to ensure smooth operations, compliance with state and federal regulations, and optimized productivity and efficiency when assisting internal and external stakeholders.

KNOWLEDGE, SKILLS, AND ABILITIES

• Strong knowledge of health care economics or analysis, including directly working with large data sets, preferably in a managed care insurance environment.

• Knowledge of principles and processes involved in business or organizational planning, coordination, and execution. This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.

• Knowledge of national initiatives related to health care data and health care quality or performance improvement.

• Knowledge of health care economics or analysis, including directly working with large data sets, preferably in a managed care insurance environment.

• Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data.

• Strong knowledge of SQL, SAS, or other programming skills related to data extraction, transformation, and loading.

• Ability to utilize information technology to solve complex problems.

• Ability to organize data into a logical format for presentation in reports, documents and other written material.

• Ability to solve problems and make decisions.

• Ability to manage and supervise professional data analytics managers.

• Ability to manage and supervisor senior managers of the capitation rate process for Florida’s SMMC plans.

• Ability to identify organizational and business processes that must be changed to achieve a goal.

• Ability to motivate, develop, and direct managerial staff.

• Ability to communicate effectively with others verbally and in writing.

• Ability to travel with or without accommodations.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

• Three years of experience working with SQL, SAS, or other statistical analysis software to manipulate and analyze multi-million record databases.

• Three years of experience managing and supervising subordinate data research professional staff.

• Three years of professional work experience utilizing Excel, Access, or other Database programs.

• Three years of experience working in statistical modeling or a statistical problem-solving environment.

 

• A bachelor’s degree in mathematics, accounting, finance, economics, statistics, actuarial science, or quantitative analytics is preferred and can be substituted for one year of required experience. Professional or non-professional experience in the field of analytics may substitute on a year for year basis for the preferred education.

• Experience presenting/reporting data in the form of speeches, position papers, publications, reports, and other technical writing documents is preferred.
