:1. SUMMARY
The Deputy Chief of Staff / Director General for Management (DG Management), on behalf of the Secretary General, strategically oversees management of the NATO Headquarters with the aim to support the optimal functioning of the International Staff (IS) as well as, the North Atlantic Council and its subordinate committees. S/he ensures operational excellence across all management disciplines to support the Organization’s core mission and objectives.
The DG Management reports to the Chief of Staff and deputizes for him/her in their absence. S/he is also the main advisor on internal and broader NATO-wide management issues and strategically drives the performance and related projects for improvement. The DG Management will need to install a continuous improvement culture and lead the identification and implementation of management reform initiatives on an on-going basis. S/he will be required to align the objectives of the enabling and support functions with the priorities of the Secretary General and hold the respective offices under his/her delegated authority to account for performance via the setup of key performance indicators.
2. QUALIFICATIONS AND EXPERIENCE
The candidate must:
- hold a university degree (Master’s level preferred) or equivalent level of qualification in a field relevant for this position;
- have at least 15 years of experience working in a multilateral environment with a variety of senior level stakeholders from multi-cultural backgrounds, including military, industry, science and technology communities;
- have at least 10 years of experience in organisational and people management, change leadership and continuous improvement in large international organisations;
- have a proven track record of experience in progressively senior posts, and recent experience in executive level leadership position;
- have at least 10 years of experience in providing political advice and policy guidance;
- have a proven track record of creating a high-level vision, strategy and successfully leading organisations to develop and implement the necessary policies;
- have extensive experience championing organisation-wide change and/or modernisation projects;
- have experience managing cross-functional teams;
- have experience facilitating high-level dialogue and consensus;
- possess the following minimum levels of NATO’s official languages (English/French): VI (“Proficiency”) in one; III (“Intermediate”) in the other.
DESIRABLE
The following would be considered an advantage:
- a higher level of proficiency in NATO’s second official language (English/French).
3. ACCOUNTABILITIES
Vision and Direction: Develop, communicate and implement a vision to face the current and future challenges related to the enabling services of the NATO HQ and IS. Act as a role model in terms of leadership and promote resilience, ethical conduct, agility and innovation.
Representation of the Organization: Provide central coordination, representation, and act as NATO IS main interlocutor of the secretary general for all management issues.
People Management: Promote integrity, professionalism, collaboration and accountability through a sound leadership culture, and ensuring the proper management of human resources.
Stakeholder Management: Develop and foster relations at senior levels to facilitate collaboration and output..
Planning and Execution: Anticipate future needs of the Alliance, the HQ and the International Staff in order to proactively address improvement needs.
Organisational Efficiencies: Direct the optimisation of processes to improve Alliance agility and responsiveness. Strategically lead and monitor work across the NATO HQ and NATO wide and ensure that cross-cutting issues are dealt with effectively and efficiently. Perform any other related duty as assigned.

5. CONTRACT
The successful applicant will be employed for an initial period of 3 years. Exceptionally, there may be possibility of a one-year extension thereafter.
