This position is contingent upon contract award.

The Data Analyst will lead and support data integration and management activities for the U.S. Army Data Platform system. This role involves working closely with stakeholders, analyzing data flows, and implementing strategies to ensure high quality data integration and availability. The ideal candidate will bring deep expertise in data management, ETL tools, and military operational processes to support the Army’s readiness initiatives.
Strategic Data Management and Integration: Lead project management efforts related to data activities to ensure timely delivery in a dynamic, agile environment. Support the implementation of an Army Business Enterprise Architecture (ABEA)centered methodology to identify authoritative data sources across Army readiness activities. Provide technical expertise for the integration of data from external sources into the Army Vantage environment, ensuring compliance with Army standards.
Documentation and Analysis: Review and analyze technical and functional documentation, including DoDAF models, data dictionaries, and functional designs, to identify and understand program data. Facilitate workshops with data owners and vendors to document data processes, business logic, and relationships. Provide detailed source to target mapping documentation to guide developers in building or refining data workflows.
Collaboration and Stakeholder Engagement: Collaborate with technical and functional SMEs, program stakeholders, and data owners to understand data scope, business rules, and protection guidelines. Facilitate agreements with government organizations to address requirements for data refresh rates, security, and protection. Establish and maintain strong relationships with stakeholders at all organizational levels.
Data Quality and Governance: Conduct analysis to validate the quality of data integrated into the Army Vantage solution. Recommend improvements to data governance, stewardship, integration, and standardization strategies. Ensure adherence to big data management best practices and enterprise analytics standards.
Risk Management and Reporting: Identify project risks, communicate them to leadership, and propose mitigation strategies. Develop and present project reports to Army senior leaders, visualizing data acquisition and integration progress for effective decision making. Monitor document status through review chains, escalating issues as needed to ensure timely approvals.
Technical Support and Process Optimization: Design and optimize ETL processes to improve the accuracy and timeliness of data flows from external systems. Provide recommendations for modernizing legacy business processes and technologies. Support the configuration and administration of multiple reporting and database tools.
Education and Requirements:
- SME Level
- Bachelor’s degree in computer science, information systems, or a related field
- 20+ years of experience working with DoD services or government agencies.
- 10+ years of hands on expertise with ETL tools (e.g., Informatica, DataStage, Ab Initio).
- 20+ years of experience with relational database management platforms (e.g., Oracle, SQL Server, Sybase, DB2).
- 5+ years of experience with architecture and database modeling tools.
- Certified Data Management Professional (CDMP) or equivalent certification
- Senior Level
- Bachelor’s degree in computer science, information systems, or a related field
- 5+ years of experience in data engineering or a related field. Extensive experience in building production ready data pipelines, data modeling, and API management.

Certified Analytics Professional (CAP) or CompTIA Data+ to validate core data analysis and integration skills.
