Data Management Associate
Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Develop forms and tools for data collection and analysis.
- Have access to relevant data and records.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
The incumbent is expected to have advanced administrative level knowledge of UNHCR’s PRIMES ecosystem, including proGres, BIMS, RApp, GDT, AMP, DRCS, DPST, and PRIMES Analytics. The staff member should have demonstrated ability to manage, troubleshoot, and support registration and data tools both in office and during field missions.
Familiarity with SQL and FetchXML will be preferably required for writing and executing queries to support data validation, cleaning, and reporting.
Previous experience in leading and supporting L1 and L3 registration, new arrival registration, and emergency registration exercises, including mass registration and verification campaigns, while supervising, guiding, and shadowing staff to ensure consistency, accuracy, and adherence to UNHCR registration standards is desirable.
Experience in the design and deployment of Kobo Toolbox forms, mobile data collection workflows, and digital field tools is critical.
Strong coordination skills are essential, as the candidate will need to work closely with RRS the government agency responsible for refugee registration as well as WFP and cooperating partners, particularly in relation to food distribution planning and beneficiary list preparation.
The candidate must have proven capacity to deliver rapid technical support and troubleshoot issues during registration or data collection, both remotely and on site.
Prior experience and capacity of providing structured training and on the job coaching to RRS registration and data management staff, WFP cooperating partner staff, and new UNHCR data personnel.

Nature of Position:
The Data Management Associate (G6) will be based in Sub-Office Assosa and report to the Protection Officer in Sub-office Assosa. The incumbent will play a critical role in supporting the implementation of UNHCR’s registration, identity management, and population data systems at the field level, in collaboration with the Refugees and Returnees Service (RRS), the government agency responsible for registration.
As part of the multiyear Registration and Identity Management Strategy (2023 - 2026), the Ethiopia Operation is undertaking a phased scale up of digital registration and identity management activities, using PRIMES tools including proGres, BIMS, RApp, PING, DRCS, GDT, DPST and PRIMES Analytics. The Data Management Associate will be responsible for the technical support and administration of these systems in Assosa and surrounding refugee camps and settlements.
The incumbent will support field-level registration teams (UNHCR, RRS, and partners), ensuring timely data entry, quality control, error correction, and system maintenance. The Data Management Associate will coordinate with RRS to strengthen data accuracy, provide hands on technical support during field activities, and troubleshoot issues in real time. S/he will also be responsible for extracting, validating, and cleaning data for protection, assistance, and reporting purposes.
The role requires frequent interaction with protection, programme, and information management colleagues, as well as coordination with cooperating partners and WFP to ensure accurate food distribution lists and assistance targeting.
The Data Management Associate will also coordinate with the Country Office and Global Service Desk (GSD) for system updates and problem resolution. The role includes periodic training and capacity building for RRS, cooperating partners, and UNHCR staff on registration systems, data management standards, and digital tools.
Given the operational context and high volume of registration activities in Assosa, the incumbent must be capable of managing competing priorities, supervising field teams during mass registration and verification, and ensuring the reliability of population data to support protection and durable solutions programming.
Additionally, the incumbent shall maintain regular coordination with the UNHCR Country Office in Addis Ababa, as well as with GSD and other technical units for resolving issues, receiving guidance, and supporting new rollouts or software updates.
The candidate shall routinely run quality control queries, validate collected data, and support RRS in maintaining accurate, reliable, and up to date population figures.
Living and Working Conditions:
Assosa is a "D" category hardship duty station and lacks basic facilities. Assosa town is the capital of Benishangul-Gumuz Region. It is situated in the western part of Ethiopia, 665 km far from Addis Ababa. Assosa is 100 km from the Sudanese border. The temperature ranges from 20-40 degrees centigrade, depending on the seasons. The rainy season goes from June to November, and it can be cold, especially at night. Warm clothes are recommended during this season. The dry season runs from January to May. Assosa is at about 1570 m above sea level.
All UNHCR national staff members are living in Assosa town owned or rented houses. Water and electricity are sometimes rationed. There are three daily flights to and from Addis Ababa. All travel to the capital city is by flight. There are functioning commodities markets and payments can be made in local currency cash or mobile banking. There are banking facilities and ATMs issuing local currency.
