Senior Data Management Associate

Organizational Setting and Work Relationships
The position is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works independently with an oversight from the supervisor. The position directly supervises some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.


Duties
- Monitor the regular data entry activities and verify accuracy and relevance of data on a regular basis.
- Prepare regular database back-ups.
- Coordinate the data transfer of refugee records amongst camps.
- May be required to collect GIS data, update maps and undertake field trips to project sites.
- Ensure that the data which are mainly related to asylum seekers, refugees and persons of concern to UNHCR are correctly entered into the computer databases.
- Develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends.
- Compile data and interpret the statistics for various reports.
- Develop forms and tools for data collection and analysis.
- Identify knowledge and hardware gaps of the operation in relation to all aspects of data management.
- Decide on data recorded in the database.
- Decide on appropriate resolution to incidents.
- Escalate issues to supervisor if the incident cannot be resolved within area of responsibility.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The ideal candidate for the position of Snr Data Management Associate (G7) is a highly experienced and technically proficient professional with strong leadership and coordination capabilities. The candidate should have extensive hands-on experience in writing complex SQL queries and developing SQL Server Integration Services (SSIS) packages to support data integration and automation processes. A strong command of Power BI is essential, including demonstrated ability to design, develop, and manage advanced dashboards and perform comprehensive data modeling to support operational and strategic decision-making.
Given the seniority of the position, the candidate must have proven experience in leading and managing teams, particularly within the context of data reporting and analysis. The role requires overseeing the work of a reporting team responsible for generating statistical outputs and analytical products for internal and external stakeholders. The position also involves frequent coordination with senior management, requiring the candidate to represent the unit in high-level meetings and contribute to strategic discussions.
In addition to internal engagement, the candidate must be capable of effectively liaising with external partners, including counterparts from the World Food Programme (WFP) and relevant government entities. Strong communication and interpersonal skills are essential to ensure productive collaboration and alignment across stakeholders. A formal certification in data analysis or business intelligence is highly desirable and will be considered a strong asset. The candidate is expected to demonstrate sound judgment, attention to detail, and the ability to manage multiple priorities in a dynamic and data-driven operational environment.

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

In alignment with UNHCR’s global strategy, the Data Analysis Group (DAG) at UNHCR Jordan is dedicated to delivering innovative solutions, reliable data, and insightful analysis that position UNHCR as a leader in refugees related data and information. The unit’s core objective is to enable evidence-based actions that protect, include, and empower refugees and other populations of concern.

DAG Jordan operates through three integrated teams: (1) Analysis and Data Management, (2) End User Support, and (3) and Software Management &Innovation. This structure reflects the evolving post ProGres v4 deployment context and leverages the unit’s inhouse expertise to support the operation effectively.

The Senior Data Management Associate will play a key leadership role within the Analysis and Data Management team, driving the implementation of data analysis, statistical reporting, and information management activities. The incumbent will work closely with other teams and stakeholders to identify business needs, translate them into functional and nonfunctional requirements, and deliver innovative analysis and reporting solutions that directly support operational objectives.

A core part of the role is to ensure that all data driven solutions are secure, stable, and aligned with the needs of business users across day-to-day operations, monthly cycles, annual reporting, and ad hoc demands. The incumbent will promote and implement efficient work practices, data governance, and user centered design principles to ensure the relevance and usability of the solutions developed.

Given the strategic nature of the role, the incumbent will also represent the unit in coordination with senior management, as well as with key external partners, including government counterparts and the World Food Programme (WFP). The role demands a strong commitment to collaboration, communication, and high standards of service delivery.

Amman: Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station.

Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3bedroom apartment can range from 1100 – 2500 USD per month.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until midMarch, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from preschool to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many topend hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
