Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.

The Requirements Forward Branch, in close cooperation with the Capabilities Requirements Branch, is responsible for conducting capability requirements development, management representation and engagement related functions in Europe with stakeholders from ACO, NATO Agencies, Territorial Host Nations, NATO HQ and Governance bodies.

Within the REQ FWD Branch, the incumbent’s main responsibility is to provide supervision of NATO 2030 emerging needs and to report and inform these needs to CAPDEV Directorate.

Principal Duties:

  • Engage with ACO NATO 2030 team to support the identification of NATO 2030 emerging needs.
  • Support the screening of all NATO 2030 emerging needs in order to avoid duplication of effort
  • Support the clarification of all NATO 2030 emerging needs in order to ensure that CAPDEV SMEs have good understanding of NATO 2030 emerging needs.
  • Ensure close coordination between the Requirements managers of REQ FWD and CR with ACO SMEs for each NATO 2030 emerging needs.
  • Ensure close coordination between the capability Branches’ SMEs of the CAP Division with ACO SMEs for each NATO 2030 emerging needs.
  • Deliver regular updates on the NATO 2030 emerging needs to the CRCM inside ACT.
  • Deliver regular updates on the NATO 2030 emerging needs to the FOGO tracking NATO 2030.
  • Support the Strategic Planning Office (SPO) to ensure comprehensive and accurate information is provided to the SCDP online.
  • Support the elicitation, capture, development, analysis, evaluation and traceability of requirements at all levels.
  • Establish and maintain a network of Subject Matter Experts (SMEs) to foster vertical and horizontal alignment and traceability.
  • Monitor overlaps, dependencies and consistency across capabilities, to foster coherence and optimization across the Enterprise.
  • Organize and participate to workshops, seminars, conferences and meetings in support of the activities above.
  • Identify lessons and contribute to their learning with the organization.
  • Support the creation and maintenance of ACT level directives, rules and regulations guiding architecture development, baselining, cutting edge knowledge in the field of his/her expertise.
  • Propose changes to established process as part of branch continuous improvement process.
  • Liaise with communities of interest in ACT and NATO to maintain Enterprise level awareness, and with Industry, and Academia to retain cutting edge knowledge in the field of his/her expertise.
  • Support the change and configuration management processes to ensure the integrity of capability requirements throughout the life cycle.
  • Contribute and participate in the development of policies, directives and processes to ensure the integrity of capability requirements throughout the life cycle.
  • Analyze and prepare Change Requests; perform impact assessments, identify implied changes and implement approved changes in accordance with the established change process.
  • This position will engage with procurement of goods and services related to the functions of the Branch without holding direct Legal authority or responsibility.
  • This position will contribute to the forecast and submission of branch budgets but will hold no direct budget authority.

Essential Qualifications / Experience:

  • University Degree  in business administration, engineering, economics, public administration, operations research, business process engineering or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years’ recent experience in large-scale procurement and acquisition programmes of military capabilities.
  • Four years’ experience in the definition of future capabilities (complex socio-technical systems defined across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, Interoperability (DOTMLPFI) lines of development).
  •  Four years’ experience in the identification of gaps between current and envisioned capabilities.
  • Two years’ of experience in Planning, Design, Systems Engineering, Integration of Command and Control, Communication and Information Systems.
  • Two years’ experience in using enterprise architecture management tools such as System Architect, Troux, Enterprise Architect, Archi-Mate.
  • Two years’ experience in using enterprise requirements management tools such as DOORS, Visure, Requisite Pro.

Language:

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience in the organization and conduction of workshops, seminars and conferences.
  • Experience in briefing senior leaders at the FOGO level in a Multinational environment.
  • Experience in Business Analysis.
  • ACT Program, portfolio and program management (P3) Course.
  • ACT Capability Requirements Development and Management Course.
  • DOORS Requirements Management tool.
  • Professional certification in Project, Programme or Portfolio management.
  • Professional certification in Requirements Management.
  • Professional certification in Enterprise Architecture.
  • Professional certification in Management of Risk, Benefits Management or Management of Change.

Professional Contacts:

  • Able to liaise effectively both within and outside the HQ with military and civilian personnel up to the rank/position equivalent to OF-8 level. Outside contacts include senior officials in ACO, NATO HQ, NATO agencies and research centers, and national government agencies and industry.

Contribution To Objectives:

  • Without solid architectural support during the capability requirements development, the Program’s scope and requirements could be partial or not well organized/communicated resulting at the end in a delayed delivery of the Capability or to a failure of the Program.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
