:Post Context/Post Summary
The J3 Division acts as NATO Communications Information Systems Group's (NCISG) Tasking Authority, central single point of contact for NCISG operational and technical matters, while maintaining situational awareness and Command and Control/Operational Control over NATO Signal Battalion Operations.
The Deployable Communications and Information Systems Exercise Plans Branch is responsible for the planning (including budget planning for the exercises) and execution of Communications Information Systems Support for Military Training and Exercise Program (MTEP) exercises.
The incumbent supports the preparation for extended provision of DCIS to deployed NCS and non-NCS to test and reach out the correct level of interoperability. It also provides support and plans CIS Support for Military Training and Exercise Program (MTEP) exercises in order to achieve the new NATO 2030 DDA readiness concepts.
Principal Duties
The incumbent's duties are:
1. Analyze and executes the direction from the Branch Head.
2. Plan and develop options for DCIS services force packages for MTEP exercises in preparation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, plans CIS service support to exercises especially related with RPs and ARF.
3. Contribute to the development of concepts and directives for exercises. Co-ordinate and draft exercises related DCIS Warning Orders, Fragmentation Orders, and Tasking Orders, and hand them over to J3 for further approval and release.
4. Integrate into the Exercise planning the various CIS assets other than NATO CIS Group (CE, National, commercially contracted) to contribute to the delivery of CIS services to supported forces.
5. Act as CIS Group representative to Officer Conducting the Exercise (OCE).
6. Liaise with ACO, requesting commands, C&IA representatives in coordination of CIS support to exercises and/or operations. Provide exercises briefings as directed.
7. Maintain close, day-to-day liaison with other NATO CIS Group Divisions and DCIS units.
8. Advise NATO CIS Group staff in shortfalls in support of exercises. Act as NATO CIS Group representative to Joint Operation Planning Groups (JOPG) of ACO, in which J3 contributes to the production of NATO Operational Orders to support the implementation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, as well as CIS service support to exercises.
9. Perform analysis on NCISG’s role to support the implementation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, as well as CIS service support to exercises.
10. Contribute NCISG J3 concepts and policies concerning NCISG’s role to support the implementation of DDA and relevant NATO 2030 initiatives.
11. Contribute policy and doctrine to reflect new operational requirements with increased readiness and deployability.
12. Contribute in-depth analysis of Information Exchange Requirements (IER) to validate all operational support requirements between NCISG HQ, other NATO Commands, and NCIA in operations and exercises for DDA and NATO 2030 initiatives.
13. Contribute to the development and implementation of new Directives, Standard Operating Procedures (SOPs), and Operation Instructions (Ols) that apply to the HQ, and the tactical structure (NSBs and DCMs) for DDA and NATO 2030 initiatives.
14. Follow-up Tasks and Sub-Tasks execution define deliverables and set up milestones and realization dates for DDA and NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, as well as CIS service support to exercises especially related with RPs and ARF
15. Work with Operations Branch to document and produce tasks, injects and best practices for group operationalization for DDA and NATO 2030 initiatives.
16. Work under broad direction with full accountability for own work or projects and supervisory responsibilities.
17. Work is often self-initiated or assigned in the form of objectives. Collect and provide feedback regarding assessment of fielded DCIS capabilities for DDA and NATO 2030 initiatives.
18. Attend working groups & committees to represent NATO CIS Group coordinated position on CIS support for DDA and NATO 2030 initiatives.
19. Establishes own milestones, sets team objectives and delegates work assignments.
20. Has significant responsibility for the work of others and for the allocation of resources.
21. Action all problem-solving projects as allocated and directed by Division and Branch Heads.
22. Responsible for assigned tasks and projects with regards to results, deadlines. Executes a challenging range of complex professional or technical work activities applying fundamental principles, creativity and innovation in a wide and often unpredictable range of contexts.
23. Provide leadership within the assigned specialist area and advises on available standards, methods, tools and applications in own area of specialisation and make correct choices from alternatives.
24. Responsible to analyze requirements and advise on scope and options for exercise planning improvement. Influences organization, external organizations, HQs and agencies and peers within the same specialization.
Special Requirements and Additional Duties
The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. This a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).
Essential Qualifications
A. Professional/Experience
Experience
1. Previous NATO IT or national military CIS experience
2. The incumbent must possess the necessary skills and experience to perform the duties of the post.
3. Experience in the operational business processes of Command & Control/Exercise planning of DCIS systems/services.
4. Excellent writing skills and be able to draft clear and concise reports, develop written directives and concepts of exercises.
5. Have understanding of, and experience with, NATO CIS or national military CIS, data exchange techniques, computer networks as well as communications and electronics equipment.
6. Good knowledge of system interoperability and network concepts.
7. Possess at least 2 years of relevant work experience.
8. Possess the necessary skills and experience to interact and interface with diverse requirements in a complex work environment.
9. Keeps skills up to date and maintain awareness of developing trends within the wider occupational field and absorb new information rapidly in order to apply effectively.
B. Education/Training
University Degree in accounting, finance, management, business administration, public administration or related discipline and 2 years-function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
C. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications
A. Professional Experience
1. Three years Plans Staff experience.
2. Three years’ experience with coordinating staff work of a CIS organization.
3. Experienced in CIS planning for operations and exercises at a strategic and operational level.
4. Qualified communication and information system officer with previous experience in a J3 Division/branch/operations staff.
5. Practical knowledge of deployable command post operations, mobile communications systems.
6. Two years working experience in a CIS Office of an international organization or military Headquarters.
B. Education/Training
1. NATO Exercise Planning Course (EPC) ADL-136 (ETE-CT-21180) provided by NATO - School Oberammergau (NSO)
2. NATO CIS Operational Planning (CCC-SM-32208) provided by NATO Communications and Information Academy (NCI Academy)

1. Personal Attributes: The incumbent will need to display a high degree of professionalism and technical expertise in performance of his/her duties. The rapidly changing NATO environment and increasingly constrained resource situation creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy, arrive at an adequate conclusion to ensure the adequate execution of tasking authority over NATO CIS Group in support of all NATO operations and exercises. Many of the arising problems will require the ability to exercise excellent judgements to propose solutions based on resources available. The incumbent’s solution of these problems, and his resulting actions, will impact the delivery of DCIS capability to meet SACEUR’s operational tasking. The incumbent must have a strong aptitude for analysis and problem solving. The incumbent works without supervision in accordance with policies and directives, and must possess excellent inter-personal and communication skills, as well as tact, in order to effectively interact with NATO CIS Group Divisions as well as NSB's to support the operational tasks.
2. Professional Contacts: Develops and maintains working relationships with internal and external agencies. Establishes effective communication formally and informally, with peers, subordinates and external agencies.
3. Contribution To Objectives: The work involves the development of operational planning options in support of Military Training and Exercise Programme related exercises, and in support the implementation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, as well as. Influences organization, external organizations, HQs and agencies and peers within the same specialization.
REMARKS:
During crisis of MLE the incumbent is reassigned to the NCISG HQ Crisis Establishment (CE) or the DCIS Support Group, as detailed in the respective CE.
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
