Assistant Operations Data Management Officer
Organizational Setting and Work Relationships
The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.
Duties
- Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities.
- Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.
- Keep data up-to-date, secure and accurate.
- Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.
- Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.
- May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems.
- Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements.
- May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Authorize updates and amendments of ProGres data and the ProGres SOP.
- Design operational reports, statistics, and other relevant data collection forms.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
Essential:• Experience in database management and/or a relevant educational background in programming or data management.

Nature of Position:
Ethiopia hosts one of the largest forcibly displaced populations in the world, with nearly 1 million refugees and an estimated 4.5 million internally displaced persons (IDPs). It is the third-largest refugee-hosting country in Africa. As a leader in the implementation of the Global Compact on Refugees (GCR) and its Comprehensive Refugee Response Framework (CRRF), Ethiopia has adopted progressive laws and policies that offer opportunities for sustainable protection and durable solutions for forcibly displaced populations.
UNHCR works closely with the Government’s Refugee and Returnee Service (RRS) to coordinate refugee responses and ensure the effective delivery of protection and solutions. Additionally, UNHCR has significantly expanded its IDP operations across the country to reinforce its leadership in the Protection and Camp Coordination and Camp Management (CCCM) clusters.
The Melkadida operation is located in the southeastern part of Ethiopia’s Somali Region and currently hosts nearly 220,000 refugees. The vast majority (99.9%) are Somalis who have fled conflict since 2009, with smaller numbers of Yemeni and Eritrean refugees. UNHCR’s Sub-Office in Melkadida manages five refugee camps: Bokolmayo, Kobe, Buramino, Melkadida, and Helaweyn.
The Melkadida Area of Responsibility (AoR) is also severely affected by climatic challenges which, alongside recurrent communal conflict, have led to the internal displacement of nearly 500,000 individuals across three zones where UNHCR operates. The scale of the IDP crisis is straining the limited response capacity. In the absence of OCHA on the ground, UNHCR plays a key role in coordinating the humanitarian response in collaboration with government bodies, NGOs, and other partners through the inter-agency cluster mechanism.
The Assistant Operations Data Management Officer is responsible for providing support to the Protection and Registration units in Melkadida. S/he will work under the direct supervision of Associate Protection Officer. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff. Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
The incumbent will be involved in the preparation and provision of statistical reports handling sensitive and confidential data. Development of tools for the registration unit, creating and disseminating detailed reports and Info Graphs may be required. The incumbent will also be required to train colleagues on the use of existing or new data management tools and provide any user support for the UNHCR PRIMES based systems.
The incumbent will liaise with internal counterparts, external partners, and stakeholders beyond the duty station to gather information, monitor programme activities, and fulfill administrative requirements.
Living and Working Conditions:
Melkadida is a non-family duty station with limited services. Accommodation of staff is provided by UNHCR in its compound with a monthly rental charge of about $582 for international staff and about $81 for national officers. All staff living in the UNHCR provided accommodation must pay their accommodation in accordance with the UNHCR Policy of UNHCR Provided Accommodation in the Field issued under the IOM/FOM 020/021/2012 dated 28 Feb 2012 as well as the Administrative Instruction on the Measures in Support of Personnel in High-Risk Duty Station (Non-Family Duty Stations Where Danger Pay Applies), UNHCR/AI/2018/11 dated 15 August 2018. Most accommodations are fully furnished, with a single room and living room with an open kitchen. They include their own duvet bed and bed sheet, private bathrooms, desk, AC, lamp, and closet. WIFI is available across the compound and in most of the apartments a private residential WIFI. There are no local or international banking facilities and limited medical facilities. A UN clinic is available in the compound for limited basic services.
There are 03 flights in a week between Addis Ababa and Melkadida operated by UNHAS. Due to road insecurity, road travel to Addis is not advised except under unavoidable circumstances as it takes two days. Road network within the region is very poor. Given the remote nature of the duty station, there are very few items that can be purchased in Melkadida, particularly food items and other personal items that staff may need. It is therefore advised that you bring such items with you. Cleaning services take place from Monday to Friday.
A laundry room in the compound is available from 7:30 am until 6pm with a laundry attendant who cleans only UNHCR beddings. All staff are advised to do their own laundry or pay a cleaner for the service. There are 2 canteens available within the compound, Canteen A and Canteen B and all personnel are required to pay for their meals in advance. There are a variety of recreational facilities within the compound, these include a fitness centre (gym) games ground (volleyball and basketball) and a relaxation centre.
The climate is classified as dry/semi-desert. The hottest season of the region is in March/April and temperature may rise to 45 °C. The weather condition is hot throughout the year.
According to the UN Security Level System, which ranks security levels from 1 (minimum risk) to 6 (very high risk), Melkadida is classified as Moderate Level 3. UN Somali Region Minimum Operating Security Standards require a curfew for UN staff from 5pm (for vehicles) and 7pm (on foot), except in the case of emergency. Security Briefing is mandatory upon arrival. The security situation in Melkadida area has deteriorated in the recent past due to the alleged incursion of Al-Shabaab however, the security situation remains calm but unpredictable.
Security, remoteness, isolation, and lack of entertainment in social life are therefore some of the factors to be also considered prior to applying.
