As Consultant, Health Analytics – Toronto Region, you will handle senior leadership and other stakeholder data requests. You will support the Director of Health Analytics and provide expertise to advance the development, implementation and communication of innovative frameworks for population health needs assessments (including health equity planning, capacity planning, and strategic initiatives), system monitoring and performance measurement tools (including scorecards, dashboards, and ad-hoc requests), and evaluation approaches to monitor and report on the performance of strategies that support population health management for the Toronto Region.

The Consultant, Health Analytics is also responsible for reporting of key results across Ontario Health Toronto, providing strategic advice to senior leadership in the development of evidence-based performance indicators, and providing risk mitigation strategies which will inform health system funding allocations within Ontario Health Toronto and provincial programs. You will provide local leadership and management for regional database projects within Toronto Region, and conduct appropriate analyses to advise Toronto and Toronto Region OHTs regarding planning, performance and research activities.

The Consultant will support the development, coordination and implementation of projects and initiatives and work collaboratively with other team members across the Toronto Region of Ontario Health and other Ontario Health colleagues.

Here is what you will be doing:

  • Works with the Director, Health Analytics in the development of health system analytics that facilitates a population health approach to planning and executing programs, policies, and interventions across the health care system and its non-health partners, including community and social services, research advisors and partnerships, municipal and local government, and local public health units

  • Conducts appropriate analyses and leads the translation of complex information using advanced analytical techniques, complex data collection, survey instruments, bibliographic research methods, spatial analytics, software applications, and statistical analytics into meaningful analyses (e.g. descriptive, diagnostic, predictive or prescriptive) to inform regional and provincial strategic priorities, and recommend actions aimed at addressing system performance issues

  • Mentors and trains employees in conducting population health needs assessments, performance measurements, identification of funding priorities, and evaluation of strategies that support high quality and effective population health management for OH Toronto and our providers

  • Works collaboratively across teams to lead the development of performance frameworks, including dashboards, scorecards, and key performance indicators, for evaluating the success of regional initiatives to sustain an equitable and high performing health care system

  • Forecasts future population requirements and advises on long term outcomes and appropriate health system funding allocations within the Toronto Region to support strategic provincial and regional priorities. 

  • Designs and prepares high quality presentations, reports, dashboards, and briefing notes for senior leadership, internal, and external stakeholders. Utilizes multi-sector data from across the health care continuum, including non-health sectors (e.g. social services, housing, seniors care)

  • Addresses information gaps and limitations by gaining access to new data and information sources, improving utilization of existing data sources, and developing new resources or tools

  • Collaborates with appropriate stakeholders on solutions to improve data accuracy, timeliness, connectivity and other issues

  • Works collaboratively with other OH Toronto departments, OH business units, senior leadership, Ontario Health Teams, external agencies and research partners to stay abreast of current trends and emerging practices and tools in population health, advanced and predictive analytics, health system performance measurement, analytics and information management

  • Performs other duties, as required.

Here is what you will need to be successful:  

Education and Experience

  • Master’s degree in Health Administration, Epidemiology, Health Planning and Research, Statistics, Business Administration or relevant field

  • Eight plus years related experience, including experience working in a health services provider organizations.

  • Knowledge of Ontario health sector and workforce trends within this sector

  • In-depth knowledge of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development 

  • Strong knowledge of health-related data and databases (e.g. CIHI NACRS, DAD, NRS, CCRS), health care privacy and provider reporting requirements, statistical/analytic software, mapping software (e.g. ArcGIS), business intelligence tools (e.g. PowerBI, Tableau), data manipulation (e.g. SQL, Excel, R, Python), reporting and visualization

  • Demonstrated experience working in an analytical capacity, including working knowledge of health information and data usage, advanced analytics, best practices and evidence-based decision support

  • Expert ability to select and apply multiple planning methodologies as appropriate

Knowledge and Skills

  • Demonstrated ability to effectively contribute to and help motivate team members by mentoring and training Unit employees

  • Strong communication skills, both verbally and written. The ability to obtain and provide information of a complex, technical or sensitive nature effectively, clearly, concisely and logically, and at an appropriate level and in an appropriate format is required with strong presentation skills

  • Effective communicator with demonstrated ability to facilitate discussions with multiple stakeholder groups

  • Demonstrated ability to proactively identify and mitigate risks

  • Proven ability to build, enhance and maintain strategic relationships with various levels of government, health service providers, other Ontario Health Regions and Business Units and other key stakeholders

  • Experience applying project management methodologies

  • Strong interpersonal and relationship skills

  • Experience with Microsoft Office tools including Outlook, PowerPoint, Excel and Word required
