Senior Data Management Associate
Organizational Setting and Work Relationships
The position is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works independently with an oversight from the supervisor. The position directly supervises some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.
Duties
- Monitor the regular data entry activities and verify accuracy and relevance of data on a regular basis.
- Prepare regular database back-ups.
- Coordinate the data transfer of refugee records amongst camps.
- May be required to collect GIS data, update maps and undertake field trips to project sites.
- Ensure that the data which are mainly related to asylum seekers, refugees and persons of concern to UNHCR are correctly entered into the computer databases.
- Develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends.
- Compile data and interpret the statistics for various reports.
- Develop forms and tools for data collection and analysis.
- Identify knowledge and hardware gaps of the operation in relation to all aspects of data management.
- Decide on data recorded in the database.
- Decide on appropriate resolution to incidents.
- Escalate issues to supervisor if the incident cannot be resolved within area of responsibility.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
- Must have a minimum of 3 years proven hands on experience in managing the global distribution tool (GDT).- Must have a minimum of 2 years proven experience in managing a team.
- Must have proven technical skill set required to operate GDT, including MS SQL server and Integration Services (SSIS), Designing and building reports using SQL Server Reporting Services (SSRS) with FetchXML, and generating statistics through R or other related applications.
- Prior experience with UNHCR’s corporate PRIMES tools, including proGres, the Biometric Identity Management System (BIMS), the Rapid Application of proGres (RApp), the Global Distribution Tool (GDT), and Cash-Assist, is highly desirable.
- Basic networking and IT-related knowledge is also encouraged.

Operational context
Occupational Safety and Health Considerations:
Health hazards in the duty station include road crashes, work overload, natural disasters, mental health problems, substance use and abuse, heart disease, metabolic disease (diabetes), vector-borne disease, water and food-borne disease, SGBV, other infectious diseases and environmental hazards. Throughout the year, there are prevalent risks of malaria and dengue necessitating recommended vaccinations against Japanese Encephalitis and Diphtheria.
The General Threat Assessment in Cox’s Bazar is level 3 moderate. Given the current situation in the area, All UN official movements should be completed during daytime hours (Sunrise to sunset). All personnel should return to their homes before 2300 hours. Crowded local markets should be avoided. Security Clearance is required and can be requested via TRIP at https://dss.un.org. Requests for clearance should be submitted 7 days prior to travel.
Nature of Position:
The Senior Data Management Associate will work under the direct supervision of the Operational Data Management Officer (ODMO) within the Protection Section, Sub-Office Cox’s Bazar. In this role, the Associate will lead a team responsible for managing personal data of persons of concern to UNHCR and overseeing the core PRIMES applications. This includes advising on and monitoring data-related activities conducted using these applications, whether by UNHCR, partners, or the Government.
A key responsibility is ensuring the availability and functionality of PRIMES tools, including proGres, RApp, BIMS, Cash-Assist, and the Global Distribution Tool (GDT), at registration sites and distribution points in the refugee camps and on Bhasan Char. The Senior Data Management Associate will also coordinate with ICT and Field units to ensure GDT access for relevant partners, including IOM. Additionally, they will monitor the litigation team, guide members in GDT-based distribution data collection, and oversee the alignment of standard operating procedures related to GDT-based distributions.
The role also involves overseeing the design, generation, and analysis of population statistics, manifests, and beneficiary lists to support assistance delivery for UNHCR and its partners engaged in the refugee response. Strong experience in database systems, particularly relational databases, is essential, along with proficiency in building reports and queries using SQL Server Integration Services (SSIS). Prior experience with UNHCR’s corporate PRIMES tools, including proGres, the Biometric Identity Management System (BIMS), the Rapid Application of proGres (RApp), PRIMES Forms, the Global Distribution Tool (GDT), and Cash-Assist, is highly desirable. Living and Working Conditions:
Cox's Bazar is a beach city located in the southeastern corner of Bangladesh about 298 kilometres from Dhaka, the capital city. Educational resources are limited, and international schools spanning primary to secondary levels are exclusively located in Dhaka. Health services are somewhat also limited in Cox's Bazar, with more reliable facilities accessible in Dhaka. As a prominent tourist destination in Bangladesh, Cox's Bazar draws visitors due to its scenic location at the Bay of Bengal and its expansive beach stretching over 120km to the tip of the peninsula, with several hotels and restaurants.
The climate of Cox’s Bazar is mostly tropical monsoon: high temperatures, heavy rainfall, and generally excessive humidity, with distinct seasonal variations. The annual average temperature in Cox's Bazar is a maximum of 34.1 °C (92.2 °F) and a minimum of 22.0 °C (71.6 °F). Flights connecting Cox's Bazar to Dhaka operate daily. Flight from Dhaka to Cox’s Bazar takes one hour. The main airlines serving the airport are Biman Bangladesh Airlines, US-Bangla Airlines, Novoair and Air Astra. In addition, Banking facilities and ATMs are available in Cox's Bazar.
The workweek is from Sunday to Thursday and working hours are from 8:00 to 17:00hrs with one hour lunch break.
