Context

Under the overall supervision of the Chief Integrated Talent Management and direct supervision of the Senior Human Resources Officer (Workforce Analytics and Reporting); and, in collaboration with relevant units at Headquarters and Administrative Centres, the Human Resources Officer (AI and HR Solutions) will serve as a liaison between the Department of Human Resources Management (DHR) and AI technology solutions. The Human Resources Officer (AI and HR Solutions) will play a pivotal role in driving innovation and efficiency within the DHR department by leveraging on available AI technology. The Human Resources Officer (AI and HR Solutions) will be responsible for supporting identification, evaluation and proposing AI tools and methodologies to optimize DHR operations including recruitment, training, payroll and HR administration.

  • Development and Implementation of AI Solutions:
    • Collaborate with relevant HR stakeholders to identify opportunities for integrating AI solutions into HR processes.
  • Facilitate the development and implementation of AI-driven tools and applications to enhance HR operations, including recruitment, talent management, and performance evaluation.
  • Data Analysis and Insights:
    • Review HR data to identify trends, patterns, and insights.
    • Use AI and machine learning techniques to extract meaningful information from HR data.
    • Provide recommendations to improve HR policies and practices based on data analysis.
  • Automation and Process Optimization:
    • Identify manual and repetitive HR processes that can be automated using AI.
    • Participate in the design and implementation of automated workflows to streamline HR operations.
    • Work closely with the ICT Team to integrate AI solutions into existing HR systems.
  • Capacity Building and Training:
    • Train HR staff on the use of AI tools and technologies.
    • Promote awareness and understanding of AI applications within the HR department.
  • Collaboration and Partnerships:
    • Collaborate with other units within IOM to ensure alignment of AI initiatives with organizational goals.
    • Establish partnerships with external organizations and experts in the field of AI and HR. 
  • Perform other duties as may be assigned.

General Requirements

a) Korean citizenship

b) Fluency in Korean and English

c) Completion of university with a Bachelor’s degree

d) Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900

- TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not

accepted

- IELTS General Training and Academic test are both accepted

- Test scores are valid for 2 years after the test date

e) Not older than 32 years of age as of 31st December, 2025 (born after 1st January, 1993). The maximum age limit for those who served in the military will be extended accordingly: one year will be extended for those who served for less than one year; two years will be extended for those who served for more than one year and less than two years; three years will be extended for those who served for two years or more.

f) Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.

g) Applicants can apply for a maximum of two JPO positions sponsored by

the Ministry of Foreign Affairs of the Republic of Korea during the year of

application.

Education

  • Bachelor’s degree in human resources, Computer Science, Data Science, HR Management with four years of relevant professional experience.
  • Master’s degree in the above field with two years’ relevant experience. 
  • Minimum of two years of relevant professional experience, including AI development and HR process optimization.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated expertise in HR operations, with a focus on innovation or technology implementation;
  • Experience in deploying AI solutions or digital transformation projects;
  • Previous experience in training and development initiatives aimed at introducing new systems or workflows;
  • Proficiency in change management principles/methodologies and experience in leading teams through technology transitions; and,
  • Experience working with Azure and the Microsoft Power Platform is an asset

Skills

  • Familiarity with data privacy regulations and ethical standards related to AI use in the workplace;
  • Strong programming skills in Python, R, or other relevant languages;
  • Knowledge of machine learning algorithms and natural language processing;
  • Excellent communication and interpersonal skills;
  • Ability to work in a multicultural and fast-paced environment; and,
  • Project management skills, adept at overseeing projects from inception to completion.

Coaching and Learning Element

As an integral part of the IOM assignment the Junior Professional Officer will:

  • Gain experience in a UN Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups. 
  • develop skills to draft and finalize concept notes and project proposals, using the IOM logical and legal framework.
  • Participate in the development of programs, projects, trainings and workshops related to different Human Resources areas.
  • Gain experience in working with governmental, non-governmental and United Nations institutions. 

The Junior Professional Officer will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges.

Languages

For this position, fluency in English is (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.
