Resolve to Save Lives' Prevent Epidemics program works closely with Ministries of Health and national public health institutes in Africa to strengthen epidemic preparedness capacity, accelerate disease detection and response, and effectively use data to inform action. In addition to direct partnerships with governments, we also work with implementing partners, including the US CDC, the World Health Organization, the World Bank, and the Global Health Advocacy Incubator, to implement programs, prototype innovations, and ensure sustainability through increased national ownership, including domestic budget allocations.
Position Purpose
RTSL is seeking a Data Analyst, Public Health Emergency Management (PHEM) to join our team in Ethiopia. This role will support EPHI's Public Health Emergency Management (PHEM) center, working collaboratively with surveillance officers, data engineers, and stakeholders across national and subnational levels. This role is integral to addressing data needs, generating meaningful insights, and enabling evidence-based decision-making. By delivering high-quality data analysis, creating effective visualization tools, and producing actionable insights, the analyst will contribute significantly to enhancing public health emergency management and response systems.
Length of Engagement: This is a fixed-term appointment through August 31, 2026.
Core Duties and Responsibilities
Public health emergency data management and quality assurance:
- Clean and manage large datasets from various sources, ensuring accuracy, integrity, and consistency.
- Conduct regular data audits to ensure data quality, resolve discrepancies, and recommend improvements to data collection and storage processes.
- Collect and compile reports of outbreaks and international notifiable diseases and events.
- Determine the specific surveillance data required for effective collaborative surveillance.
Routine and ad-hoc public health data analysis, reporting, visualization, and interpretation
- Assist in establishing policies and procedures for the analysis and interpretation of data
- Analyze and interpret complex and large data from a national perspective to identify trends, patterns, and insights that support decision-making and strategic planning for public health emergency management.
- Produce daily/weekly reports synthesizing epidemiological data for decision-makers, including risk assessments and response effectiveness.
- Examine analysis results in the context of current scientific knowledge.
- Provide guidance on data analysis and the creation of bulletins, including designing visualizations, dashboards, and reports to communicate key metrics (such as 7-1-7) to stakeholders.
- Provide technical support at the subnational level to improve capacity for analysis.
- Assist in the development and implementation of mechanisms and platforms for seamless data transfer.
- Support the creation of user-centered information exchange mechanisms across various agencies.
- Providing evidence-based insights to support the development and evaluation of public health policies and interventions
- Interpret results to deliver valuable insights
Advanced analytical and spatial analysis
- Conducting detailed statistical and epidemiological analyses to identify trends, patterns, and anomalies in public health data
- Conduct geospatial analyses to map disease spread, environmental risks, and healthcare access using tools like R, GIS, and digital surveillance platforms.
Other responsibilities
- Train team members on data analysis and visualization tools
- Maintain comprehensive and up-to-date documentation of data sources, methodologies, and processes, along with a well-organized repository of scripts to ensure transparency and reproducibility.
Required Qualifications
Education
- A PhD or master's degree in public health (MPH), Biostatistics, Statistics, Health Informatics, Field Epidemiology or Quantitative Epidemiology, Mathematics, Computer Science, Economics, or a related field.
Experience
- Minimum of 7 years of experience in data analysis to support decision-making, preferably in a development or public sector context.
- Demonstrated experience in managing and analyzing public health data at a national and/or subnational level.
- Experience in a public health setting is a plus.
Technical Skills
- Proficiency in data visualization (e.g., Power BI, Tableau), geospatial mapping, and descriptive analysis using statistical software such as R.
- Advanced knowledge of statistical modeling, with familiarity with specific models suitable for a given pathogen/disease. Demonstrated ability to understand academic manuscripts that detail these methods is highly desirable.
- Intermediate proficiency in R Shiny and Markdown for creating interactive applications and automated reports.
- Advanced programming skills to organize the scripts to execute complex modeling/visualization tools into a replicable and comprehensible structure.
- Proficiency in English is required.
Skills & Abilities
- A good understanding of public health emergency management, data compilation, management, and analysis.
- Understanding of public health informatics and the importance of data in supporting health emergency management.
- High level of accuracy and attention to detail, with a commitment to data integrity.
- Demonstrate agility in responding to evolving public health emergencies, adjusting priorities and approaches as necessary to meet changing demands.
- Excellent written and verbal communication skills, with the ability to present complex information in a clear and accessible manner.
- Strong analytical and problem-solving skills, with the ability to think critically and propose innovative solutions.
- Ability to work effectively both independently and as part of a team, with a collaborative mindset
