About the Role  
In collaboration with Walker staff, lead the development of Walker’s emerging parking, mobility, and curb management data science practice by building internal systems and best practices, serving clients, and expanding Walker’s services and expertise. Provide data science, GIS, and data systems integration and analysis expertise to support parking, mobility, and curb management planning, operations, and technology work across Walker’s national footprint. Perform data science and analytics tasks to support existing and new Walker clients. 
We are seeking a motivated self-starter who will develop Walker’s data science strategy based on our strategic goals and in collaboration with colleagues. Collaborate with Walker colleagues and clients on projects and new initiatives, act as an ambassador for Walker within the industry, and help expand an applied data science and data systems consulting brand across the industry to positively impact Walker and client projects. 
What You’ll Be Doing 
- Data Collection: Work with colleagues to identify, acquire, and implement new data, using a variety of collection methods, to inform our planning, operations, and technology work. This includes identifying and developing an inventory of the data we need for projects, updated annually (such as annual Census data, Replica, Streetlight, etc.).- Data Systems Integration and Analysis: Work with colleagues to build systems, processes, and methods to better store and analyze GIS and other data and files we accumulate during project work. Build internal architecture, processes, and best practices for collecting, organizing/storing, and analyzing data. Leverage and build tools (e.g., AI) to analyze and query data and files. Use data to inform the improvement of our work and develop internal and external tools. - Internal Tool Development and Data Analytics: Analyze tabular and spatial data sets. Work with colleagues to develop visualizations and data analytics tools to support our work.  Determine the software and analytic tools we need to increase our abilities. Develop new methods of obtaining and analyzing relevant data where traditional methods may not exist. - Client Services: Provide direct client services, for example:  - Data analysis and visualization in support of project work.  - Recurring client data analysis for performance management / key performance indicators (KPIs).  - Advise clients on building internal architecture, processes, and best practices for collecting, organizing/storing,  standardizing into common data specifications, and analyzing data as part of a comprehensive data-driven parking/curb management process. - Client Tool Development: Build tools and systems for clients to catalyze data-driven parking, curbside, and mobility management. Examples include GIS solutions, curb management platforms, integrated web maps, data display websites and apps, integrated data “dashboards,” “digital twins,” or “data scorecards, ” and API development. Work with Walker staff and client staff to house and host data for ongoing data analytics. Work to promote and sell tools and strategies to clients. - Field Visits: Conduct field visits to collect data, make observations, and meet with clients. - Deliverable Development: Contribute to the development and completion of client deliverables. - Industry Knowledge and Thought Leadership: Stay informed on all things emerging technology in the parking and mobility space, data analysis, and applications to internal and external objectives. Keep Walker colleagues abreast of relevant industry happenings. Be involved in industry organizations and contribute to industry research, conferences, speaking, writing, and thought leadership on relevant data science, curb management, parking, and mobility topics. Collaborate with colleagues on industry leadership efforts. 
What You Bring 
Experience and Education - Minimum 5 years of experience performing similar work. - Bachelor’s degree in computer science or a related degree. Commensurate work experience beyond the minimum 5 years with demonstration of the proficiency necessary to perform the job may be considered.  
Skills Required 
Data Analysis and Visualization - Proficiency with tools like Excel, VBA, Tableau, Git, Power BI, Python, ESRI ArcGIS/QGIS, or similar. - Proficiency with cloud computing platforms such as Azure, AWS, and GCP. - Experience with using artificial intelligence (AI) tools for data analysis and visualizations. - Experience with data extraction, pipelines, and integrating data from multiple sources. - Experience in creating dashboards, reports, and visualizations. - Experience with nested/click-through visualizations 
Big Data and Database Management - Experience with big data frameworks. - Experience with cloud-based data storage systems and methods. - Knowledgeable about systems and methods of querying and managing data. - Experience with developing ETL scripts/applications, data normalization, and development of data relationships. - Knowledge of relational database systems (e.g., SQL Server, PostgreSQL/PostGIS). 
Data Specifications and Standards - Knowledge of data standards such as the Mobility Data Specification (MDS) and the Curb Data Specification (CDS). - Data Programming Skills - Proficiency in programming languages for data processing and analysis. - Experience with data manipulation libraries. 
Data System Analysis - Understanding of system requirements, workflows, and technical documentation. - Ability to troubleshoot system and data issues. 
Data Governance and Quality - Ability to identify and correct errors with data accuracy and consistency during ETL processes or analysis. - Familiarity with data privacy regulations. 
Geographic Information Systems - Advanced knowledge of ESRI ArcGIS suite (ArcGIS Pro, ArcMap, ArcGIS Online, ArcGIS Enterprise). - Experience integrated GIS and asset management platforms like OpenGov. - Experience with ArcGIS tools and extensions applicable to project work. - Experience with geodatabases (e.g., file geodatabases, enterprise geodatabases). - Proficiency in Python for scripting and automating workflows in ArcGIS. - Familiarity with JavaScript, HTML, or CSS for web-based GIS applications. - Knowledge of data formats like shapefiles, GeoJSON, KML, and raster data. - Experience with ArcGIS Online or ArcGIS Portal for sharing maps and data. - Familiarity with web and cloud-based solutions and services (e.g., ESRI cloud services). - Ability to collect, clean, organize, and maintain geospatial datasets. - Experience integrating data from multiple sources (e.g., GPS, satellite imagery, CAD). 
Parking, Curbside Management, and Mobility - Experience, knowledge, and interest in the curbside management, parking, and mobility planning industry, and the operations, technology concepts, strategies, issues, and trends that comprise the industry are desirable but not required. 
Other Skills - Demonstrated written communication, verbal communication, creativity, storytelling, and organization skills. - Strategic and critical thinking skills to help advance Walker’s data science work. - The ability to organize and execute on a variety of tasks across multiple projects and deadlines.  - Creativity and the ability and attitude to take the initiative with work tasks, projects, and practice development. - An interest and curiosity in access, mobility/transportation, parking, technology, and curb management topics and initiatives.  
Office and Travel - May work from any current Walker office location. Walker is open to 100% remote work in some situations. - 20% travel required - overnight and air travel to client sites, conferences, and internal functions. Travel will be variable and project-dependent.
