Information Management Associate

Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Essential
• Advanced proficiency in data visualization and spatial analysis using Power BI and GIS software
• Strong programming skills in R and Python for data processing, automation, and analytics
• Demonstrated ability to design, develop, and maintain applications using the .NET framework and C#
• Solid understanding of database concepts and experience working with relational databases (e.g., SQL Server, PostgreSQL)

Desirable:
• Experience in data collection, integrating tools or custom scripts (e.g., D3.js, APIs) into data collection and reporting workflows
• Knowledge of mobile data-collection environments, offline/online synchronization, and device management for field operations
• Prior exposure to humanitarian or development contexts, ideally within UN agencies or international NGOs
• Working proficiency in English (spoken and written)

Nature of Position:

The conflict in Tigray, which erupted in November 2020, resulted in the displacement of hundreds of thousands to various woredas all over Tigray. Following the Cessation of Hostilities Agreement (COHA) signed in November 2022, more than 144,000 individuals returned voluntarily, facilitated by humanitarian organizations, while an additional 1.5 million returned in a self-organized manner. Currently, the area of responsibility encompasses 761,284 IDPs and 7,239 urban refugees and asylum seekers. UNHCR and its partners currently manage 47 IDP sites in Tigray.

Currently, the area of responsibility encompasses 761,284 IDPs and 7,239 urban refugees and asylum seekers. UNHCR manages 47 IDP sites in Tigray, and the IM Associate is expected to support protection cluster-related activities in the region beyond Shire.

This position is planned to be situated under the UNHCR Office in Shire, which is envisaged to play a crucial coordination role for supporting the affected population across the region, namely refugees and IDPs.  The IM Associate report to the Associate Protection Cluster Officer based in Shire.

As the operation in Tigray focuses on IDPs and operates within the Cluster System, the Information Management Associate will manage data collection, analysis, and reporting systems for both UNHCR’s operational program and the Protection Cluster. The incumbent will ensure that information related to IDP populations, protection needs, site management, and humanitarian services is regularly updated and shared across clusters and with relevant stakeholders.

The role requires close collaboration with field teams, cluster partners, and government counterparts to ensure that protection and solution-related data are collected, analyzed, and disseminated to inform planning and response activities. Additionally, the incumbent will coordinate various assessments and surveys, including the use of Kobo tools for protection monitoring and needs assessments, ensuring efficient and standardized data collection.

Living and Working Conditions:

Shire, also known as Shire Inda Selassie, is a non-family duty station.  It is a city and a separate zone in the Tigray Region of Ethiopia. The city is the administrative center of the Shire Awraja, Mi erabawi Zoba and now Semien Mi'irabawi Zone.

There are several UNDSS-approved Hotels and the United Nations Health Care Centre (UNHCC) in Shire provides 24/7 healthcare services to eligible UN staff and their dependents in different specialized medical units. Services provided include day-to-day medical services (ECG, emergency drugs, the provision of essential drugs, laboratory tests, ultrasound, oxygen service, immunization, and vaccinations, amongst others). Limited medical facilities in Shire are equipped to deal with moderate medical cases. Evacuation opportunities are also limited.  Most pharmacies in town are open, but they also struggle to get medical supplies, so staff with prescriptions should come with at least three months of prescription medication.  Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.

The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Shire town has electricity and water supply. UNHCR Office have generating sets as backup should there be electricity disruption. 

The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. The exchange of foreign currency outside the regulated banks (Black Market) is a criminal offense. Any entry or exit of cash over US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority.  ATM cash withdrawals are currently available in Shire. Internet services are provided by Ethio Telecom. There are regular commercial flights between Addis Ababa and Shire.
