The Office of Injured Employee Counsel (OIEC) is the state agency that helps injured employees with their Texas workers’ compensation claims. The agency assists, educates, and advocates on their behalf. OIEC provides services in 20 offices across the state. Agency services include advocacy, customer service, and dispute assistance through OIEC’s Ombudsman Program.
Data Analyst / System Developer - Austin
As a Data Analyst/System Developer, will support existing agency operations as part of a broader team that plans, develops, and implements a new case management system. This will include assisting with the identification and tracking of important deadlines in the contested case process, tracking performance measures and identification and tracking new measures of systemic functionality.
Data Analyst III: Performs moderately complex (journey-level) data analysis and data research work. Works under general supervision, with limited latitude for the use of initiative and independent judgement.
Data Analyst IV: Performs complex (journey-level) data analysis and data research work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Data Analyst V: Performs highly complex (senior-level) data analysis and data research work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
This vacancy will be filled at one of the three levels – Data Analyst III OR Data Analyst IV OR Data Analyst V. The selected applicant will be offered the position that most closely matches their education and experience.
This position may allow for telework, at the manager’s discretion. You will be required to report to the office as needed to attend meetings, training, and other job duties. Employees who are allowed to telework must have a secure, dedicated workspace with Internet service.
This position:
- Serves as expert in the OIEC business areas, as related to the data, for trend analysis using Power Business Intelligence Software and/or Tableau. Prepares, analyzes and maintains necessary reports to ensure that OIEC meets reporting requirements.
- Defines, develops, and implements data and reporting standards related to the development of a case management system. Monitors required performance reports and recommends appropriate changes.
- Collaborates with the business areas and IT and ensures that data related requirements are clearly defined, prioritized, and well understood.
- Creates, maintains, and manages a data asset catalog and complete inventory of organizational data related to the development of a case management system.
- Assists with report writing
- Works with agency staff and across organizations to identify and coordinate programming needs.
- Performs related work as assigned
Qualifications
This position requires:
Data Analyst III:
- Graduation from an accredited four-year college or university
- Minimum of two (two) years’ experience in data management and developing data governance standards.
- Experience and education may be substituted for one another on a year-by-year basis.
Data Analyst IV:
- Graduation from an accredited four-year college or university
- Minimum of three (3) years’ experience in data management and developing data governance standards.
- Experience and education may be substituted for one another on a year-by-year basis.
Data Analyst V:
- Graduation from an accredited four-year college or university
- Minimum of four (4) years’ experience in data management and developing data governance standards.
- Experience and education may be substituted for one another on a year-by-year basis.
Additionally, preferences for this job are:
- Experience developing case management system or related systems for the state of Texas
- Experience with visualization software such as Tableau.
This position requires demonstrated knowledge of:
- Statistics and analyzing data sets;
- Running queries,
- Report writing,
- Presenting findings; and
- Record keeping, including security procedures for handling, protecting, and distributing confidential data.
This position requires demonstrated skill in:
- Use of a computer and applicable software;
- Conducting data searches;
- Evaluating; and
- Translating large amounts of data, and in critical thinking.
This position requires the demonstrated ability to:
- Problem solving and critical thinking.
- Use Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
- Analyze problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data.
- Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
- Maintain the confidentiality of sensitive information.
- Effectively communicating both verbally and in writing.
- Project leadership and management skills to lead organizational change to effectively meet strategic and tactical goals.
