About the Project:

The Systems Strengthening for Effective Coverage of New Vaccines in the Pacific Project (SSECNVPP) (“project”) supports the Ministries of Health and Finance in Samoa, Tonga, Tuvalu, and Vanuatu to introduce three new vaccines into their routine immunization schedules: human papilloma virus (HPV), rotavirus (RV), and pneumococcal conjugate (PCV). The project is funded by the Asian Development Bank (ADB) through grants to Samoa, Tonga, and Tuvalu and grants and a loan to Vanuatu. In 2021, the Project was expanded with additional financing to support COVID-19 response. 

Reporting to:

The position will work closely with the IPM M&E Specialist, IPM Public Health Officer, IPM Public Health Specialist and key Ministry of Health counterparts such as RHS and EPI team to support MOH’s ongoing efforts for collating, analysis and sharing of data and development of progress update reports. The Data Analyst will support the MOH’s immunisation (EPI) program and IT department to strengthen and improve data management and reporting for the new vaccines, including HPV, PCV and RV.

1.Summary of the Position

The Data Analyst will support the EPI team by providing comprehensive data management, analysis, and reporting support. This includes integrating data into Tupaia, maintaining data quality, supporting nurses to enter the data correctly, and contributing to performance monitoring and reporting of this project. The role requires close collaboration with the RHS (Routine Health Services) team, IT department, and IPM M&E team to ensure accurate, timely, and actionable data for decision-making and program improvement.

2.Key Roles and Responsibilities

  • Data integration, mapping and reporting
  • Identify and map all data collection forms used by RHS and for collecting data related to immunisation.
  • Ensure all relevant forms and data sources are incorporated into Tupaia in coordination with RHS and IT team.
  • Support the EPI team with data cleaning, validation, and analysis tasks as needed.
  • Assist in data use for planning, reporting, and strategic decision-making.
  • Indicator and dashboard support
  • In consultation with RHS and IPM team ensure to compile a comprehensive list of indicators and their disaggregated data (e.g., by gender, age and geography) to help navigate the data points and reporting structure.
  • Provide recommendations on dashboard configuration and visualization within Tupaia and its availability for RHS team according to their reporting needs.
  • Work closely with the RHS and IT teams to ensure that data entry is conducted correctly using standardized templates and formats.
  • Ensure all RHS Excel files are properly organized in the designated shared folder and are accessible to relevant team members.
  • Data Quality Assurance
  • Monitor the Tupaia dashboards to assess and ensure the quality of data and provide regular feedback to IT team for any errors in calculation and analysis.
  • Review data for timeliness, completeness, consistency, and usability and provide regular feedback to the nurses in health facilities.
  • By support of IPM M&E team, present and discuss the data issues in M&E technical working group and provide recommendations for data quality improvements. 
  • Other
  • Gather feedback from nurses on data entry challenges and share it with relevant departments including RHS and IT for further support to nurses.
  • Provide necessary support in data entry and analysis as it is required.
  • Coordinate with the IPM team to ensure timely data provision to the IPM M&E officer and support the preparation of six-monthly progress reports.
  • Participate in EPI meetings and relevant capacity-building activities to strengthen the team's data literacy and utilization skills.

3.Deliverables

  • A comprehensive map of all data collection forms and their integration status in Tupaia.
  • A list of EPI-related indicators with disaggregation details and recommendations for Tupaia dashboards.
  • Monthly data quality assessment reports (timeliness, completeness, consistency, and use).
  • Organized and updated shared folders containing RHS Excel files accessible to all stakeholders.
  • Documented feedback from nurses and resolution reports on data challenges.
  • Timely and accurate data submissions to IPM M&E officers for six-monthly reporting.
  • Ad hoc data analysis reports and summaries to support EPI planning and reporting needs.
