Established in 2024 through the strategic merger of two academic departments, the School of Computing and Data Science has rapidly evolved into a dynamic academic hub, currently serving over 2,000 students and supported by 120 full-time staff. As the School prepares to expand its footprint across multiple sites, it seeks a visionary and accomplished professional to join its leadership team as Assistant Registrar.
This senior administrative position is pivotal to the School’s continued success and growth. The Assistant Registrar will serve as the administrative head of the School, reporting directly to the Director and working closely with the School’s senior management team. The role demands a strategic thinker with strong operational acumen and the ability to lead in a fast-paced, multicultural academic environment.
Key Responsibilities:
- Strategic Planning & Execution: Lead the development and implementation of strategic initiatives aligned with the School’s long-term goals, including expansion planning, academic program coordination, and resource optimization.
- Operational Oversight: Manage day-to-day administrative operations across multiple sites, ensuring consistency, timely resolution of issues and compliance with institutional policies and regulatory requirements.
- Governance & Policy Development: Take a leadership role in the formulation and enforcement of academic and administrative policies, contributing to governance structures and decision-making processes.
- Staff Management & Development: Supervise administrative teams, fostering a culture of excellence, collaboration, and continuous improvement through effective performance management and professional development.
- Student Services & Academic Support: Oversee student administration functions including admissions, registration, records management, and graduation processes, and the continuous improvement of academic curricular, ensuring a high-quality student experience.
- Budgeting & Resource Allocation: take a leadership role to develop and manage budgets, monitor expenditures and ensure optimal use of resources.
- Transformation Management: Lead and support organizational change initiatives, including digital transformation, process reengineering, and infrastructure development.
- Brand Awareness & Institutional Reputation: Champion the School’s identity and visibility by promoting its achievements, initiatives, and values through internal and external communications. Produce key performance measures in benchmarking analysis from ranking agency data or scholar index.
Applicants should possess a good Bachelor's degree, with a Master’s degree being highly desirable. Preference will be given to applicants with a qualification related to computing or IT. Applicants must have at least fifteen years of substantial administrative experience in tertiary institutions, preferably with exposure to both local and overseas higher education systems. An excellent command of English and Chinese, both written and spoken, is essential, and native or near-native proficiency in Putonghua is required. The role involves regular travel to and work in Mainland Chinese cities, where the appointee will engage with institutional partners, oversee cross-border initiatives, and being fully responsible for the planning and execution of key strategic initiatives in both Hong Kong and the Mainland. A passion to improve and tackle challenges under high expectations is key to success in this role.
Applicants should have demonstrated competence in serving as the administrative head of a large academic unit, with direct experience managing a team of twenty or more administrative personnel. They should possess solid working knowledge and hands-on experience in how universities operate and interface across various levels—including central administration, faculties, schools, and departments—and be capable of coordinating and integrating these structures to support institutional objectives. Proven experience in budgeting and financial management, along with expertise in HR development plans within academic settings, is essential. Applicants should also demonstrate the ability to manage, expand, and actively promote both undergraduate and taught postgraduate programmes, as the growth and success of these programmes will serve as key performance indicators for the successful candidates. A strong background in data analytics, particularly its application to strategic planning in Academic research performance analysis and or Teaching and Learning measures and familiarity in leveraging generative AI tools, is highly valued.
A highly competitive salary commensurate with qualifications and experience will be offered, in addition to annual leave and medical benefits. Shortlisted candidates will be invited for an interview. The appointment will attract a contract-end gratuity and University contribution to a retirement benefits scheme, totaling up to 15% of basic salary. Housing benefits will be provided as applicable.
