Responsibilities include but are not limited to:
- Support a team of 10-14 staff in conducting need-driven data analyses and epidemiologic research to give insights to military decision-makers in a form of presentations, early-indicator analytics dashboards/reports, annual reports and research manuscripts.
- Operate as the Interim Program Manager when they are out of the office, the position is vacant, or otherwise unavailable.
- Apply public health and epidemiological experience to advise DoD, Defense Health Agency (DHA), Military Health Systems (MHS) and stakeholders about options and decisions related to military recruitment and retention, improving medical readiness and deployability, and related policy decisions.
- Conduct public health research, interpret results, deliver technical and scientific writing, and present findings to stakeholders and the public.
Minimum Qualifications:
- Master’s degree or better in data science, biostatistics, epidemiology, public health, or equivalent education.
- 5+ years of progressive experience as an epidemiologist or biostatistician in public health research and policy-advisory work, growing from an individual contributor to senior member or leader. 1+ year in a senior role on an epidemiology research, analytics, or policy team.
- Strong statistical analysis skills, including advanced SAS programming
- Proficiency in Python, R, and SQL.
- Proficiency in data visualization using tools such as Power BI, Tableau, or Python/R visualization libraries.
- Excellent communications skills, with a track record of developing complex knowledge products from research, through influencing policy, to analysis of the impact.
- Deep knowledge of epidemiological methods, including tradeoffs between statistical techniques and the ability to explain them to non-technical stakeholders.
Preferred Qualifications:
- Experience working with DoD, DHA, MHS, or VA healthcare policies, data systems, or operations, former military experience.
- Project Management Professional (PMP) certification from the Project Management Institute (PMI). Additional project management experience or other certifications will be considered in lieu of this qualification.
- Experience leading modernization of epidemiological workflows, including the use of cloud-based data platforms (e.g., AWS GovCloud, MHS Information Platform [MIP]), automated ETL pipelines, and modern data engineering tools (e.g., Python, Databricks, Apache Airflow, Fivetran, or Snowflake) to enhance data ingestion, quality assurance, and reporting.
- Implementation of predictive dashboards or early-indicator tools that provide rapid policy insight (as opposed to long-term retrospective studies).
- Practical use of machine learning or simulation modeling, especially to project policy or population outcomes.
Security Clearance Requirements:
- Must be a U.S. Citizen with the ability to obtain and maintain a Public Trust clearance.
Physical Requirements:
- Office work, typically sedentary with some movement around the office.
- Ability to travel (car or air) and present at conferences or meetings.
The projected compensation range for this position is $142,100.00-$255,800.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
