Change.org is searching for a Senior Engineering Manager to lead the technical and team strategy for our new Scaled Outreach team, which is focused on using AI to amplify the reach and impact of citizen-led campaigns.  As a key member of our Scaled Outreach and Engineering leadership team, you’ll launch foundational AI-powered outreach systems, build and mentor a high-performing team, and partner across functions to connect high-impact petitions with journalists, media outlets, and civic influencers around the world.

Key Outcomes:

Technical Foundation & Product Delivery

    • Architect and deliver the first version of the Scaled Outreach system, including AI-generated outreach tools and matching systems between campaigns and media targets.
    • Successfully deploy LLM-driven features that generate pitch-ready narratives from live petitions.
    • Integrate feedback loops for performance measurement and learning optimization across outreach interactions.

Team Formation & Leadership

    • Hire, onboard, and mentor the first engineers on the Scaled Outreach team.
    • Establish a high-performance, mission-aligned engineering culture.
    • Partner cross-functionally to define team OKRs and roadmap priorities.

Cross-Functional Impact

    • Deliver outreach tooling that results in measurable increases in media pickup, journalist engagement, or social amplification of campaigns.
    • Implement systems for identifying and prioritizing trending petitions for media targeting.
  • This job is expected to participate in our on call rotation.

The most important core competencies for the role are:

  • Full-Stack Engineering: Develops web apps using React, Next.js, TypeScript, Node.js, Nest.js, PostgreSQL, and GraphQL/REST APIs.
  • Backend & Systems Design: Builds scalable backend systems with strong API design and reliability.
  • AI/ML Integration: Prototypes and deploys AI features using LLMs and tools like OpenAI, Hugging Face, and LangChain.
  • 0→1 Product Execution: Excels at scoping and launching new products in ambiguous environments.
  • Team Building & Mentorship: Hires, mentors, and retains engineers while fostering inclusive, high-performing teams.
  • Cross-Functional Collaboration: Works closely with internal stakeholders to align on goals and outcomes.

Target experience:

  • 7+ years in software engineering, including strong backend development and system architecture.
  • 2+ years in engineering management, with experience building and leading high-performing teams.
  • Proven track record of hands-on technical execution, especially in early-stage teams or startups.
  • Experience working with LLMs, NLP, or generative AI tools and integrating them into production systems.
  • Familiarity with data pipelines, system scalability, and building feedback-driven products.
  • Passion for social impact, civic engagement, and storytelling through technology.
  • Bonus: Experience in media tech, advocacy platforms, outreach automation, or journalism-related tools.

Our compensation philosophy is based on pay equity. All of our salaries are determined before we launch a role – they are based on a predetermined salary scale, the level on that scale and the cost of labor for that location. The annual salary of a Senior Engineering Manager is $242,500 USD in SF/NYC, and is $230,500 USD in Austin/Boston/Los Angeles/Seattle/DC/Chicago, and $206,000 USD outside of these areas.
