Position Summary:

University Information Services (UIS) provides technical services and enterprise applications to the University of Colorado’s (CU) four campuses and the Office of the President. UIS is committed to excellence in customer service, technical expertise, and the development of enterprise applications responsible for supporting CU’s students, faculty, staff, and others.

The Data Governance (DG) Enablement team is a centralized organizational entity in UIS responsible for facilitating and coordinating data governance and stewardship efforts for CU System and CU’s four campuses. It incorporates best standard practice solutions (structure, processes, communication, documentation, data catalog and technology tools) into the CU-wide data governance program designed to improve understanding, usability, and access for data/reporting and analytics. It drives the CU-wide Data Governance and Management (DGM) project, implements and performs CU’s data governance operating model, facilitates and supports the Data Governance Executive Council (DGEC), and supports CU-wide data stewardship councils. It supports campus specific data governance efforts by sharing standard processes and offering data cataloging and tool support.

The Data Governance Enablement Manager is a key role in the DG Enablement team responsible for the design, implementation, and delivery of enterprise data governance solutions to meet the needs of the DGEC, data stewardship groups, campus-based data governance groups, and the wider data custodian/data user community. The Data Governance Enablement Manager will implement and maintain the university-wide operating model established by DGEC as well as the data catalog product. This position is responsible for ensuring awareness, education, and training across the organization to use the deployed solutions. The role is responsible for supervising and reporting on enterprise data governance progress and performance measurement metrics, including the data management maturity model progress. It maintains awareness of current developments and emerging trends within the industry and recommends strategic and impactful enterprise level data governance solutions for business and technology areas. The position supervises and coaches two employees: Principal Data Governance Analyst and Senior Data Governance Engineer.

The Data Governance Enablement Manager will support the DGM project and be responsible for the successful transition to and execution of the data governance operating model. This position motivates, leads, and facilitates teams of all levels, from executive to tactical. 

This position reports to the Sr Dir Res Grant Serv & Custr and is exempt from the State of Colorado Classified Staff system.

Where You Will Work:

This role is eligible to work remotely within the United States, but preference will be given to applicants who live in Colorado or are willing to move to Colorado.

Duties & Responsibilities:

Duties and responsibilities of the position include, but are not limited to:

Data Governance Enablement

  • Accountable for the intake and fulfillment of data governance (DG) requests in accordance with the CU-wide data governance operating model, creating visibility and awareness of request and resolution statuses.
  • Partners with DG Director to establish, implement, and maintain the CU-wide data governance operating model
  • Partners with DGEC, domain stewardship groups, custodians, Subject Matter Experts (SMEs) and UIS partners to identify, prioritize and provide status regarding CU-wide data governance opportunities
  • Coordinates the activities of the data governance enablement team in support of DG requests or issues
  • Facilitates operating model committee meetings as needed, such as DGEC, Data Steward Council, and Working Group meetings
  • Plans and leads working groups to resolve specific data governance issues/requests.
  • ·Monitors and provides metrics to support strategic planning and maturity of CU-wide data governance
  • Disseminates data governance policies, procedures, and standard methodologies 
  • Maintains current knowledge of and advocates for best practices in data governance
  • Ensures DG partners are trained in DG processes and tools
  • Ensures gaps in DG roles are identified and filled 
  • Participates in and may lead discussions in CU-wide DG Community of Practice
  • Supports DG Director in communications of data governance strategy, achievements, current issues, and other news as appropriate 

Data Cataloging Tool

  • Accountable for the intake of data cataloging requests and fulfilling them in accordance with the Demand Management process, creating clarity and insight into request and resolution statuses.
  • Partners with DGEC, domain stewardship groups, custodians, Subject Matter Experts (SMEs), DGE team and UIS partners to identify, prioritize, fulfil and provide status on data cataloging requests
  • Partners with data governance roles and IT support to prioritize and handle the resolution of data catalog issues across business and technical areas
  • Coordinates the activities of the DGE team to represent CU-wide and campus-specific meta data in data cataloging tool
  • Partners with campus DG enablement teams to represent campus-specific metadata in data cataloging tool
  • Establishes standard processes for Collibra community managers from campus data governance enablement teams
  • Employs automated workflow and other technologies to support efficient execution of DG processes
  • Maintains a roadmap of Collibra implementation opportunities to support CU-wide and campus DG efforts
  • Maintains a list of and communicates with CU’s Collibra user group community
  • Serves as the Product Manager for the data catalog tool used by UIS, Collibra, by maintaining Collibra product in accordance with UIS application management and product management standards
  • Provides guidance and software development life cycle (SDLC) standard methodologies to DGE team to ensure integrity, usability and security of all data catalog assets in Collibra
  • Serves as the vendor manager for Collibra by engaging with the Collibra representative on licensing, processes and enhancements

Team Supervision

  • Responsible for recruiting, hiring, training and performance development of resources supervised
  • Supervises, coaches, and mentors the Principal Data Governance Analyst and Senior Data Governance Engineer
  • Implements standard UIS processes for team’s internal work as well as engagement with external parties
  • Determines assignment, priorities, timelines and work schedules for employees
  • Facilitates work coordination/update meetings for employees
  • Schedules regular 1:1s and check-ins with employees
  • Evaluates employee work performance and provides feedback
  • Cultivates team bonding via team building activities
  • Supports employees in producing high quality outputs by providing review and guidance on work products
  • Supports employees by responding to questions or concerns, providing direction and advice, removing obstacles and raising to DG Director as needed. 
  • Supervises team consultants providing oversight in alignment to standards, processes, templates, and overall work effort

Salary: The anticipated hiring range has been established at $127,600.

Qualifications:

Minimum Qualifications:

Please ensure your resume includes any and all relevant experience to be accurately assessed against these qualifications.  You must meet all minimum requirements listed at the time of application to be considered for this role.

  • Bachelor’s degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the degree on a year-for-year basis)
  • Five (5) years’ progressive professional IT experience in a customer-facing role in an integrated, enterprise environment, in one of the following or similar roles:
    • Data governance 
    • Business intelligence, reporting or data warehousing 
    • Application and solution management 
    • Technology solution delivery 
    • IT operations management
    • Customer success management
  • Five (5) years’ experience working with IT teams and customers, including:
    • Requirements gathering and business process analysis
    • Implementing end-user-facing processes and solutions
    • Rolling out training and communication
    • Facilitating cross-functional meetings
    • Facilitating prioritization of work efforts
    • Reporting status of work efforts
    • Reporting data out of enterprise sources
  • One (1) year of experience in a team lead, project/initiative lead or supervisory role, which includes assigning and reviewing the work of others, providing guidance to internal and external team members

Preferred Qualifications:

  • Seven (7) years’ experience as detailed above
  • Experience in the following:
    • Leading data governance processes
    • Collibra data catalog tool (as user or completion of more formal Collibra training)
    • A higher education setting
    • Reporting on data warehouse data, exposure to star-schema design
  • Experience assisting management with performance reviews
  • Experience working with diverse key partner groups
  • Detailed understanding of the software development life cycle
  • Solid grasp of ETL code, SQL, database design and data modeling
  • Two (2) years’ experience in a team lead or supervisory role, as indicated above

Knowledge, Skills, and Abilities:

  • Ability to define and lead collaborative efforts requiring teamwork

  • Understanding of software development life cycle areas
  • Ability to translate sophisticated concepts into simple, easy to understand explanations for all organizational levels
  • Ability to participate as a teammate, working engagingly to develop solutions, and validate business and technical direction and decisions and highly motivated to work independently.
  • Ability to effectively communicate, in writing and verbally, specifically interviewing, gathering and detailing business and technical requirements, and solving issues.
  • Ability to build and successfully deliver business process documentation, and effectively use project management tools, (project plans, RACI, user requirements, technical specifications, etc.)
  • Ability to model and notate business processes (BPMN) and Workflow design
  • Strong listening and analytical skills
  • Knowledge of business intelligence data analytics, reporting, and data warehouse concepts
  • Knowledge of SQL and Relations Database Management Systems (RDMS)
