Team Lead, Analytics

Location: Toronto-661 University

Department: Analytic Services

The Role:

To manage the provision of expertise in epidemiology, data visualization, data analysis, geospatial analysis, and business intelligence. To provide day to day leadership in centralized analytic capabilities to support PHO’s mandate and strategic objectives.

Key Responsibilities -

  • Provides day-to-day direction and guidance to unit staff in order to manage and coordinate work for the design, development and delivery of analytic services and products (e.g., interactive reports/maps).
  • Provides day-to-day direction and guidance to unit staff to manage and coordinate requests for statistical support using ICES data sets, geospatial analysis, and epidemiology supports to Population Health (assigned staff) and other program areas as required.
  • Leads the design, development and implementation of interactive reporting products and business intelligence solutions.
  • Develops and maintains a comprehensive product management plan, including leading the implementation of a product roadmap.
  • Manages and renews a suite of online analytic products, including maps and interactive reports, in alignment with the product strategy and roadmap.
  • Manages the provision of specialized expertise in health analysis for research, geospatial analysis, epidemiology, data visualization and business intelligence.
  • Chairs and coordinates the Analytics team meetings and time-limited project working group meetings, involving various internal and external clients (e.g., public health units and ministry staff).
  • Identifies and communicates issues related to analytic project work; flags issues/risks that require escalation to senior leadership in a timely way.
  • Liaises with members of the Office of the Chief Medical Officer of Health on key deliverables for analytic product development and support.
  • Establishes and implements best practices for services provided by Analytics team. Ensures delivery of analytic products in alignment with best practices, and in accordance with PHO policies and standards.
  • Works closely with Enterprise Technology and Cyber Security team to tackle issues relating to analytic product development. Works closely with scientists to coordinate the associated work to be undertaken in collaboration with ICES at the University of Toronto.
  • Works closely with inter-disciplinary program areas across PHO; consults with and obtains scientific advice from assigned advisors, as applicable.
  • Ensures compliance with legislation (e.g., Health Protection and Promotion Act) and Ontario government policies, directives and guidelines in the management, use and disclosure of information.
  • Develops the Analytics unit operational plan and goals in support of Public Health Ontario’s (PHO’s) overall Annual Business Plan and Strategic Plan. Leads a multidisciplinary team to achieve operational goals/objectives.
  • Manages Analytic unit staff, in the context of PHO internal policies and procedures, professional standards, Collective Agreement requirements and other relevant standards, legislation or regulations.
  • Assigns staff work, aligned to priorities, setting clear performance objectives and measures, and evaluating resulting performance; advises on training needs, recruits/selects staff; approves work/vacation schedules.
  • Represents the team, its initiatives and services and PHO in consultations, relationships and collaborative partnerships; Liaises with Ministry staff on planning and performance matters where applicable.
  • Conducts product evaluation and manages collection and analysis of data required to monitor and manage the customer experience/satisfaction.
  • Provides coaching and mentorship to Analytics staff.
  • Acts for the manager in their absence, including managing and resolving issues as they arise and escalating to senior leadership, if required, managing routine operational activities for the department.
  • Other duties as assigned.

Knowledge and Skills-

  • Strong knowledge of analytic, business intelligence and geospatial software products (R, Python, PowerBI)
  • Extensive knowledge as subject matter expert in the fields of analytics and epidemiology. Knowledge of geospatial analysis is an asset.
  • Proven experience within a diverse analytics and business intelligence environment.
  • Sound knowledge of business analysis and improvement, process development and public health analytics methodologies and techniques to analyze and document business processes and programs and to identify and recommend business process improvements to address gaps and issues to ensure public health analytic and business needs are met.
  • Broad knowledge of relevant public health programs, legislative authorities (e.g., Health Protection and Promotion Act, Ontario Regulations 135/18, 569, 559/91, etc.), Ontario Public Health Standards and Protocols required to lead the conceptualization, development and assessment of innovative analytics.
  • Demonstrated knowledge of project management methods and techniques and skilled with the ability to manage multiple projects to deliver measurable results.

Education and Experience-

  • Bachelor’s degree in Health Informatics, Epidemiology, Statistics, Bachelor of Applied Science (public health) or information technology or a related field.
  • Five (5) to ten (10) years’ progressive team leadership experience and/or project management experience providing guidance and direction to teams, along with progressively responsible operational experience within a diverse analytic environment.
  • Proven experience leading the development, application and interpretation of performance indicators such as the Association of Public Health Epidemiologists of Ontario (APHEO) Core Indicators.
  • Experienced in managing critical relationships with key clients and stakeholders.
  • Public health experience preferred.

  • Relationship management and Interpersonal skills to develop professional networks/partnerships to maintain effective stakeholder linkages.
  • Demonstrated negotiation, communication and presentation skills, to promote and negotiate stakeholders’ participation in programs; present technical and/or specialized information and ideas to senior executives, non-technical audiences and PHO’s partners and stakeholders.
  • Analytic skills to prepare reports based on the analysis and synthesis of data and evidence, papers relating to research in the field of surveillance and epidemiology, presentations and other specialized materials, as required.
  • Creates internal communication material to inform, educate, and update program staff regarding best practices, issues and opportunities.
  • Provides analytic services in the public health field to government, other provincial agencies, non- governmental organizations, public health units, professional associations, other academic, community and health care system partners.
  • Creates, promotes and maintains cooperative working relationships with stakeholders throughout the PHO to promote excellence, integration and continuous improvement in the department; across the healthcare spectrum; consults with stakeholders both within and outside of PHO.
  • Cultivates relationships with clients across PHO to understand their business and current/potential requirements for analytic services and products.
  • Ensures operational effectiveness and efficiency for area of responsibility, including the management of public health analytics, issues, and proactive operational planning.
  • Chairs/Co-chairs committees/working groups as required and participates on various external committees to look at common and collaborative approaches to product governance, requirements gathering, analysis and sharing
  • Working within PHO’s policies and standards, referring only major deviations, issues andrecommendations to senior leadership.
  • Supports strategies relating to business intelligence, epidemiological research, population health assessment, public health surveillance and business unit functions/activities, including the business intelligence/GIS roadmap, including product management.
  • Mentors and coaches team members responding to stakeholder inquiries and triages inquiries, where required, and escalates where appropriate per established processes.
  • Manages risk within area of responsibility within established risk system/model and understanding of professional principles, practices, methods and techniques.
  • Manages risk related to public health business intelligence system development and the provincial guidance and standards.
