Salary range is $78k to $180k, with a midpoint of $129k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Provide data analytical expertise and manage data systems utilized in the Office of Civil Rights, Equity & Inclusion (CREI) department. Provide data analytical and technical support on CREI projects; assist in creating more efficient use of systems through tracking, automating, and streamlining processes; responsible for analytical reporting to ensure compliance and data integrity, serve as a resource to managers and to other CREI staff.

The Senior Business Intelligence Analyst is an experienced data analyst responsible for BI reporting, data modeling, and business performance monitoring. Focus on larger initiatives, with the ability and authority to lead and manage projects. Expected to interface with and understand partner and customer needs to provide strategic analytics, enterprise data management, and executive-level or departmental reporting. Serves as the Coordinating Data Steward within assigned domain and supports active participation of data owners and data stewards to ensure data used for decision making is fit for purpose and of high quality. 

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Optimize current CREI systems such as B2GNOW, UltiPro, SharePoint, and CRM and implement (new) data processes and systems as needed.
  • Develop and maintain CREI data, tools, reporting, dashboards, and data visualization tools.
  • Support and coordinate EEO related data needs and reports - calculate EEO statistics and prepare EEO reports, Synthesize and interpret information, create dashboards to track demographics data across departments/divisions.
  • Support and coordinate Business Inclusion data needs and reports including but not limited to B2G database management and data imports, prepare reports, and data analysis. 
  • Support and coordinate Diversity, Equity & Inclusion data needs including KPIs, tracking, etc. 
  • Serve as CREI representative for agency-wide technology and systems. 
  • Play a leadership role in system changes. Research products, perform needs analysis, contribute to RFP’s and demonstration scenarios, analysis results, make purchase recommendations in collaboration with other team members.  
  • Lead BI initiatives and projects. Requirements gathering duties for programmatic-level data efforts. Data visualization and report building. Develop KPIs and business metrics. Present actionable insights to leadership.
  • Design and manage enterprise reporting solutions. Create and maintain complex data models. Design and build interactive dashboards for various audiences that might include staff, department leadership, executives, board, and public. Provide support and guidance to Business Intelligence Analysts. 
  • Prepare BI and analytic tools. Lead the design and implementation of advanced BI solutions to support long-term strategic goals. Conduct deep-dive analysis on business processes.
  • Liaison between Data Governance and Data Owners and Data Stewards within assigned domain including identifying and onboarding new data owners and stewards.
  • Coordinate data improvement efforts within assigned domain and actively participate in agency wide data improvement efforts when domain is impacted.
  • Identity common problems in domain that can be addressed through coordination action including opportunities for reducing data redundancies, creating data standards, identifying sources of truth, and other data work that will lead to improved business insights.
  • Facilitate implementation of consistent agency data practices within domain including communication of data standards and good practices and escalating risk and issues to the Data Program.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Business Analytics, Computer Science, Information Systems, or a related field. Five years in BI, data analytics, or a related field. Experience managing enterprise BI projects and working with business leaders. Strong experience in SQL, Python, data visualization tools (e.g., Tableau, Power BI), and data warehousing; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:  

  • Microsoft Certified: Data Analyst Associate.
  • Tableau Desktop Specialist/Certified Professional.
  • Certified Business Intelligence Professional (CBIP).

Required Knowledge and Skills:

  • Data analysis report preparation and Dashboard development and management including using BI platforms (ex: Power BI, Tableau, Looker).
  • Developing or monitoring business metrics and performance indicators (KPIs).
  • Deep understanding of database technology and design concepts and experience with B2G database and CRM (or similar).
  • Advanced SQL and data modeling.
  • Strong analytical and quantitative, organizational, and multi-tasking skills in a challenging, fast-paced, results oriented environment. 
  • Understanding of data governance and data stewardship.
  • Ability to handle confidential and sensitive information. 
  • Strong verbal and written communication including the ability to communicate effectively between data staff and business staff to solve business problems.
  • Leadership and partner management. 
  • Project management skills are essential.
  • Interpreting and applying technical and industry concepts to analyze, research, and present results.
  • Utilizing advanced personal computer software programs affecting assigned work.
  • Analytical strengths, attention to detail, and ability to problem solve are required.
  • Managing multiple tasks, setting objectives/goals, and prioritize work to meet deadlines and priorities.
  • Must have strong communication and presentation skills as well as the ability to establish rapport and relate to staff at all levels of the organization.
  • High customer services skills, shown through the ability to use judgment in balancing the needs of the customer while considering the policies and procedures of the company.
  • Ability to work in a culturally diverse environment.
  • Responding to inquiries and in effective oral and written communication.
  • Knowledge of general civil rights compliance practices and confidentiality issues.
  • Knowledge of general diversity, equity & inclusion practices and confidentiality issues.

Preferred Knowledge and Skills: 

  • Data warehouse architecture (Data Bricks, Snowflake, Redshift).

  • Work is performed in a hybrid office environment.
