The Department of Administrative Services (DAS) provides a stable management infrastructure and essential business services that support and enable state and local government agencies to carry out their missions, benefiting all Oregonians. As the Cloud Database Architect, you will provide the highest level of database development and operational support to DAS and its client agencies. This position also manages and maintains cloud-based databases, ensuring their reliability, security, and performance, support of existing databases for applications that are critical to conducting the business of the State of Oregon. You are responsible for owning, tracking, and resolving database related incidents and requests, participation in design of database architecture for current and future products, responding to database related alerts and escalations and working with DAS IT teams to implement strategic solutions. 

These applications and databases support critical areas such as statewide financials, budgeting, procurement, payroll, personnel, the Governor’s and Legislative Fiscal Offices as well as many smaller Boards and Commissions. DAS IT is a central component of DAS and reports to the DAS Chief Information Officer who reports directly to the DAS Director. DAS IT provides internal support to the divisions in DAS, and over 20 small agencies, boards and commissions. What We Are Looking For
Minimum Qualifications:

  • Seven (7) years of information systems experience in: SQL Server systems architecture and/or development utilizing Microsoft SQL Server or similar; OR

  • An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND 5 years of information systems experience in: SQL Server systems architecture and/or development utilizing Microsoft SQL Server or similar; OR

  • A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in: SQL Server systems architecture and/or development utilizing Microsoft SQL Server or similar; OR

  • Master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: SQL Server systems architecture and/or development utilizing Microsoft SQL Server or similar.

Desired Attributes:

  • Experience creating reports using BI (business intelligence) tools.

  • Experience with automation scripting, configuration management, test-driven development, and release management.

  • Experience in all Azure SQL databases offerings (Azure SQL, Managed Instance, Cosmos)

  • Experience in Cosmos APIs (NoSQL, MongoDB, PostgreSQL, Cassandra, Gremlin, Table)

  • Experience in managing Azure storage accounts (Blob, File, Queue) including data security, and performance optimization

  • Experience in monitoring and optimizing resource usage for performance and cost efficiency.

  • Experience in building and managing data pipelines and performing advanced analytics in Azure.

  • Experience in data ingestion, transformation, and querying in Azure.

  • Expert level SQL database management skills.

  • Strong customer service and communication skills with the ability to explain complex technical issues to non-technical customers and voice opinions with clear rationale based on data and factual evidence.

  • Ability to troubleshoot problems and isolate the root cause and to propose permanent solutions with estimated work effort.

  • Ability to establish and maintain effective and collaborative working relationships with members of leadership, co-workers, customers, other agencies, and the public.
