Data Analyst V (Data Analyst)

This position performs highly complex (senior-level) data analysis and data research work. Work involves ensuring data integrity, accuracy, and seamless migration during legacy system replacement projects, including data profiling and mapping, cleansing and validation, and testing.  May train and supervise the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. 

This position:

·         Works with business analysts, developers, and IT teams on all legacy system replacement projects.

·         Ensures migrated data meets requirements, security policies, and supports continuity of regular internal and external reporting.

·         Participates in developing the agency’s data governance programs.

·         Prepares and develops data lineage documentation, procedures, and definitions for data dictionaries.

·         Performs other duties as assigned.

 

Qualifications

 

This position requires: 

·         Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is generally preferred.  

·         Four years of work experience in data analysis, research, compilation, and/or reporting work.

·         Regular work attendance.

·         Education and experience relevant to the position may be substituted for one another on a year-for-year basis.

Additional job details:

·         The interview will include a Critical thinking test.

Preferences for this position include certification in one of the following or similar:  

·         IIBA Certification in Business Data Analytics (CBDA)

·         Google Data Analytics Professional Certificate

·         IBM Data Analyst Professional Certificate

·         Metadata Analyst Professional Certificate

·         Data Governance

 This position requires demonstrated knowledge of:

·         State laws, rules, procedures, and regulations relevant to job requirements.

·         Statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data.

·         Data analysis techniques.

·         Quantitative data analysis.

·         Statistical modeling.

·         API protocols and solutions.

·         XML.

This position requires demonstrated skill in:

·         Problem solving and critical thinking.

·         Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.

·         Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.

·         Computers and applicable software, in conducting data searches, in evaluating and translating large amounts of data.

·         Analyzing problems and devising effective solutions.

·         Analyzing and evaluating complex information technology applications, policies, and issues.

This position requires the demonstrated ability to:

·         Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.

·         Maintain the confidentiality of sensitive information.

·         Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.

·         Manage and coordinate multiple tasks and priorities to meet necessary deadlines.

·         Compile, review, and analyze data; prepare reports; maintain accuracy and attention to detail; and effectively communicate highly technical or highly complex information.

·         Oversee and/or supervise the work of others.

·         Analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications.

·         Translate user/business needs into a technical style.

·         Analyze, evaluate, and integrate business rules into system requirements.

·         Exercise sound judgment in making critical decisions.
